- In Canberra, Australia, stories
told by some of 49 S men, women
and children of seven ships sunk
by the nazl prowler! were declared
officially to have indicated that
the raider, or raiders, "know the
British admiralty code for com
municating with merchant ship
ping." j
The survivors, rescued by Aus
tralian ships after they had been
cast away on bleak Emlrau island,
in the Bismarck ArehJpelge, since
Dec. 21, said the passengers and
crews of three other sunken
craft were still being held prison
ers aboard the raider.
They said the nasi warship at
tacked the 16,712-ton British
passenger liner Rangltane before
dawn. Nov. 26, killing six women
in their staterooms as the first
salvo of shells crashed through
the Bflip's upper deck.
Fifteen women survivors said
they were held captive for days
in a small room below the raid
er's waterline after the Rangl
tane had been sunk, and that they
found a microphone hidden in a
ventilator to pick up any stray
information they might divulge
in conversation.
The food, they said, was un
palatable and scant, and they
were given no water for bathing.
Men survivors of the Rangltane
said they were Imprisoned in the
hold of a supply ship called the
Tokyo Maru and fed mostly black
bread and water from a hose
with a machine-gun trained on
them from the hatch opening.

district, he indicated last night.
He declared neither the local
courts nor their dockets were con
gested and suggested that the law
department, over which he pre
sides, be returned to the original
schedule of f ourrterms a year from
the present seven. In 'this county.
The equity department, under
Judge Lewelling, holds four terms
ot court a year in Salem and both
departments operate on the four
term slfcedsle tn Linn county.
Refusal of the circuit court rec
ords of actions over the last SO
years indicates there has been an
increase in the number ot cases
filed each year, but the. rise has
not been a steady one. There were
6(2 cases filed in 1921. 87S In
19 2 S. the all-time high year. 7fc2
in 1IJ1 and C4S In 1940. Second
highest number, 842. was record
ed in 1SS, followed closely by
83S in 1J4. The low year ot the
earlier decade was 1922, with 531
cases, and of the late. 1940.
The decade 1921 to 1930, In
clusive, saw C5C8 cases filed, or
an average ot 6SS.8 per year,
while the decade just ended. 1931
to! 1940, brought 747S eases into
the circuit courts, or 747. per
year. By decades, the business ot
the local courts has thus Increased
by 13.1 per cent in the SO years.
Qeeetion of Cost
Also to Be Raised
Whether or not this Increase
justifies the granting of another
circuit Judge to the district would,
therefore, appear to rest on the
Question of whether or not the
present magistrates are overbur
dened, which is zor tnem ana ute
bar to answer.
The question ef the taxpayer
cost of another Judge. 16000 a
year plus certain accompanying
exnenses. as for books, supplies
nnd courtroom personnel, will be
raised by those opposing the
change;" and those supporting it
will argue that this expense wonld
be offset by the savings to be
rained from experitious handling
of litigation which directly or in
directly affects no small part ox
the dis triers population.
