Plarf.il ing Council Told Of Charter Troubles SILVERTON Dr. P. A. ning council, reported at the Mayor Zetta Schlador, witn had appointed a utility and was now, under the new charter, the water board. This com mittee is composed of C. B. Anderson, Alfred Coote and R. G. Allen, and would hare at first toG Iron out the difficulties between the old water commission and the council over the newly voted city charter. The- new charter. Dr. Loar ex plained, does away with the, old water commission and provides for a committee appointed from the council. He expressed the hopes that the difficulties could be ironed out .without any further expense to the city. Dr. Loar fur ther stated that the city council had accepted the new charter and sccordlngr.to law the city was now under It. but that Dr. A. W. Sim mons, chairman of the water board refused to hand over the water , board money to the city treasurer, because of a question of the legality Of the election. If this cannot be straightened out. a new election will likely be resorted to. Dr.- Loar said.' He- also stated that it had been suggested that a suit be instituted, but explained that the two city departments, the council and the former water com mission, would both have to have lawyers and both! would likely be paid from city funds, so the pro cedure would.be much more ex pensive than would a new elec tion. , jf- . - Dr. Loar further stated that there were some people who want ed to change the charter prior to tne next election l so that a local man could act as manager. This, he said, the planning council must oppose In every way as it is through lust such a move that city managers have failed. It la to get the city's financial affairs out of local politics that! a city manager is desired. Dr. Loar said. He also explained that in order to vote again at once some ehange in the new charter would have to be made. City Attorney Rex Albright and the mayor had suggested changing the section providing covering damage suits for the city. This, he said, was satisfac tory with the planning council. Mrs. A. P. Wilbur of Oakland, Calif., head of the Wilbur Woolen works In Oakland and a one-time operator of the woolen mill In Stayton, were killed In an automobile ac cident near Castella,. Shasta coun ty, Calif., according to word re ceived here. The Wilburs were on their way to stayton and Salem when : the accident happened. Mm Wilbur was killed instantly and her hus band died within 24 hours. Wil bur was said to hare been driv ing and investigators believe he fell asleep causing the car to hit a bridge. The car was a total wreck. A ' daughter hastened from Florida by plane to take charge of the bodies. The Wilburs built the home on Florence street in Stayton. east of the woolen mill, now occupied oy tne Kider family. They left here shortly after the World war.
