today and, despite"' stilt farorable
domestic business prospects, stock
market leaders tilted downward.
The Hat Jogged along! orer a

ter mid-day when steels and air
crafts began to back away. Ralls
and. utilitieswere r e s s t a n t
throughout (and s o m e of these
managed to emerge with modest
plus signs. Losses of fractions to
3 points, however, predominated
at the close!
The Associated Press average
of 60 issues was off .3 of a point
at 41. Dealings were frequently
at a standstill and transfers for
the full session totalled 586,200
shares compared with 560,350 the
day before.
" Prominent losers were US Steel,
Bethlehem, Allied Chemical, East
m a n Kodak, Douglas Aircraft,
Glenn Martin, r United Aircraft,
Standard Oil of NJ., Loft, Ken
necott and US Rubber.
Up a shade were Public Service

City of Salem, Oregon, deems jit
necessary and expedient, and
hereby declares its purpose and
intention to improve the west one
hundred sixty-Bix feet (16') of
Mill Street between High and Lib
erty Streets, in the CHy of Salem.
Marion. County, Oregon, at the ex
pense of the abutting and adja
cent property owners, except any
street and alley intersection, the
expense of which will be assumed
by the City of;8aIem, Oregon, by
bringing, said portion of said
street to the established grade,
constructing Portland cement con
crete curbs, and paving said por
tion of said street with six-Inch
Portland cement concrete pave
ment, forty-two (42') feet In
width, in accordance with the
plans and specifications therefor,
which were adopted by the Com
mon Council on the 3d day of
June, 1940. now on file in the of
fice of the City Recorder, and
which are hereby referred to and
made a part hereof.

declares its purpose and Intention
to make the above-described im

Street Improvement Department

less favorable crop reports gave
the drifting wheat market a little
stimulation atone time i today,
lifting priees fractionally, but quo
tations were slightly lower most
of the session, r,
. With trade activity curbed by
uncertainty of. conditions in I Eu
rope i and most dealers confused
by conflicting reports from the
war sone, prices were allowed to
swing through a range of about a
cent without any definite direc
tion. After dipping to 77 and 78
respectively, July and September
wheat rose to 78 and 79, but
later jlost all the gain and closed
at 78- and 78-, with the
market as a whole unchanged to
ceit lower compared withi yes
terday's finish. j
From the southwest came re
ports! that the moisture content
of new wheat is excessive in some
sections and that processors are
acquiring old grain due to this
and to the slow marketing of the
new crop. '

He Is survived by his widow,

Medford; his father.; J. P. Dor-
vsey; two sisters, Mrs. Claire Keid

Dayton. Burial was at the Day
