Smith Discusses
Utility! District
Says tax Burden Will Be
Heavier if Public
; Takes Property
SILVERTON, June 5. L. B.
Smith of the Northwest Manlet.
pal Statistics bureau of Portland,
spoke before a small group of
taxpayers and school board mem.
bers Thursday night In the of
fices of Robert Goetz, city school
superintendent. Urlin Page called
the meeting to order.
He stated further that "a sub
stantial portion of the taxes ia
being paid by electric light and
power companies, and that the
cost of government will fall oa
remaining property owners If the
utility corporation property
should be taken! over by a pub.
lie agency which would pay no
taxes.' j
. Discusses Tax Angle
"It appears to us that proper.
ty owners in scnool districts will
be particularly affected by such
a situation. In school district No.
4, Sllrerton. substantial possible
damage is reflected. This district
is served by Portland General
Electric company which you will
note pays about 4.7 per cent of
all taxes this year, amounting to
$3597.65 out of a total of $75,
931.74 which includes your spe
cial school levy.,ad state, coun
ty and city of Sllrerton taxes.
"If the full amount of bonded
debt authorised - by the Peoples
Utility District; Law should be
borrowed It would increase the
amount chargeable to your dis
trict from $43,009 to $19 2,72
he said further. "While this ia
technically supposed to be pay.
able, from the revenues of the
district in which it is formed,
nevertheless the money borrowed
becomes a lien upon all property
within that district and must be
repaid by levies upon such pro
perty in the eyent of failure of
the district to discharge it."
