Crime Questions at
Credit Session .

tion yesterday Boon.
Dr. Utter presented this as one
of three suggestions for better
ment of the Oregon parole aya
tem, and declared that each bu$
geation embodied only hia own
view and in no way waa to be
construed as .representing the
feeling of the parole board.
: Dr. Utter'a other two sugges
tions, briefly, were: 1. a more
uniform" sentencing system which
would place an equal sentence on
the same crime anywhere in the
state: nnd. 1,' Indeterminate, sen
tencing system, by which the
court might pronounce sentence
of from one year to life And leare
np to the board of pardon or
parole board the release or reten
tion of . prisoners, . as circum
stances indicated.
"Some - men who are carrying
long sentences would be safer to
turn back to society than some
prisoners who are in for only a
short term," Utter declared in
reference to the laat suggestion
He comes into contact with pris
oners not only through his serv
ices on the parole board but also
aa visiting dentist to the prison.
Few Being; Released
He deplored the number of
young men, from 18 to 22 or 25
years, in crime. The present . pa
role board, he said, has let out
only about one out of seven pris
oners who have come before it,
attempts to keep some line on
those- paroled and is sure that
each paroled man has a job as
he goes -back into society.
He stressed the difference be
tween a paroled man - and one
who haa been discharged, the lat
ter having serretf his full time
for ' the crime committed.
" Oregon has, -in the main, a
good parole law. Utter declared,
adding that 70 per cent of the
men who hare come under the
parole hare made good. .Persons
who hare been pardoned for capi
tal crimes make better citizens
when restored than those who
hare committed lesser crimes, he
finds. ,
No Criticism of
Martin Intended
The Oregon state conservation
council, which proposes to spon
sor a constitutional amendment to
keep the state game commission
out of politics, has. no -intention
of attacking Governor. Martin nor
his administration.

The plaintiff is the Columbia Riv
er Fisherman 'a union which seeks
permanent restraint of the city of
Salem. Oregon Pulp & Paper com
pany, the Charles K. Spaulding
logging company and the Western
Paper Converting company, all of
Salem, from pollution of the Wil
lamette, a tributary of the Colum
bia river. ,
