Few figures in history's gallery of famous men of letters had stranger
careers than Rudyard Kipling. Born in Bombay, India, in 1865, he
was educated in England, returning to India in 188.2 to take a post
on the Civil and Military Gazette and Pioneer. His first fame came
from the short stories and sketches of Indian life which were carried
in that publication. He had become a world figure by 1890, his fame
assured by such works as Plain Tales From the Hills, Soldiers Three,
Wee Willie Winkie and The Phantom 'Rickshaw. Publication in
1901, at the age of 36, of his literary panorama of life in India, the
famous story of Kim, climaxed and virtually ended his career as a
first rank artist. Although Kipling continued writing after that
date, nothing he did equalled his first efforts. One of the major
disappointments of his life was the failure of the British government
to appoint him poet laureate in 1915. He was awarded the Nobel
srixe ia 1907.

When Herbert S. Bigelow of Cincinnati, evangelist, Coughlin fol
lower and utility foe, recently made the headlines when he held the
mayoralty election in deadlock for a week, he wrote another chapter
to a stormy and colorful career. Not until promised the chairman
ship of the Cincinnati xouncil utility committee did Bigelow, an in
dependent, consent to break the deadlock, between the four Re
publicans and four Charterites ia council. Cincinnati has a city' man
ager and operates under charter which provides for election- of
mayor from among the nine members of counciL' Bigelow went to
Cincinnati ia 1896 as pastor if the Vine street church but was ousted
from the ministry when he leased his church to a theater company.
His activities during the war as a pacifist, and his campaigning in the
causes of the single tax, municipal power development and as sup
porter of Coughlin have kept hisname in, the headlines for yean.

Mayor V. E. Kuhn have been
given places ' on the program of
the northwest district conference
of the American Physical Educa
tion association to be held in
Portland February 21 and 22, ac
cording to information received
here yesterday.
Salem's playground program
will be explained to the delegates
by Mayor Kuhn and City Superin
tendent S. Gaiser. State Superin
tendent C. A. Howard will wel
come the conference visitors while
one of his assistants, Donald A.
Emerson, will. speak on "Physi
cal Education Legislation in the
Pacific Northwest," and another.
Roben J. Maaske, will preside
over the recreation section.
"Personality Factors and Sue
cess as an Instructor" will be dis
cussed by Vernon Gilmore, direc
tor ot physical education in the
Salem school system. Eleanor M.
Tonsing, physical education in
structor at Leslie junior high
school, will preside over the ele
mentary and Junior high school
section ot the conference.

tary of State Snell reported Mon
day. Fatalities in 1935 aggregated
259 as against 313 in 1934. Per
sons injured increased from 5307
in 1934 to 5865 in 1935.
There also was an increase in
the number of accidents from 22,
393 in 1934 to 23,353 in 1935.
