All out rolng : directors were reelected and were instructed to reelect the present officers of the milL Leadbetter said the plant hers was taxed higher than, similar plants in Oregon City and Van couYer, Wash. He advised that the company's operations were more profitable in 19 J J than in 1912 and that the working con dition of the company as far as quick assets and liabilities are concerned, was the best in many years, w Leadbetter adrised preferred stockholders to retain their se curities since dividends, passed two years ago, are cumulative. No restoration of dividends can be begun until deferred bond pay ments are met Operating expen ses and interest have been met by careful management of the plant through the depression. Earle Rich, ardson, d t to t of the Itehtser Observer, today Issued ; seven, page statement refuting charge ot, R. W. Baker of Independence, vice-chairman of the county demo cratic central committee, that the county CWA committee "has made political capital eut of the CWA and has shown rank favorit ism in selection of foremen, dis criminating against democrats," Baker s attack upon Lelf 8. Fin-. seta, chairman. and the Polk CWA committee, appeared In the January' 22 Statesman. Richardson's statement says in part: "... Baker's statements are not in line with the facts in the case . . . and are aimed to dis rupt a program which was under taken to meet a national emer gency and to discredit In the pub lic eye a group of citizens who have been giving their time un stintedly to a public cause with out any compensation. "Whatever may be the cause of the ranklings in Mr. Baker's mind, the tact remains that the rota county quota oi 23 & men, selected in accordance with CWA instructions . have been working on projects throughout Polk county for many weeks. The pro jects are being handled in a. work manlike manner and the money due the previously unemployed men has been disbursed to them regularly. "Polk county has had 24 pro jects approved under the CWA, in various stages of completion Mr. Baker's pet peeve seems to be that the foremen or supervisors on these jobs are not picked in totum from the democratic xos ter. In every single instance the foremen on these projects were named In the applications by the civic bodies to the county CWA committee and no changes were made by the county CWA 'com mittee or by William Blackley, county national re - employment oilicer, "A review of these 24 proiects will show this: West Salem drain age project, George Chapman, su pervisor, named In application by city of West Salem; Dallas city park project, A.
