Right of the state land board i to sell or lease lands uncovered by construction of a drainage canal which lowered the surface of Blue lake in Multnomah county will depend upon the decision of the supreme court of the United . States in the suit brought by the federal government against Ore gon. Van Winkle held. The case in the federal court in rolves the question of the title of the state to the bed of naviga ble lakes located wholly within the state and not constituting part of a system of water ways used for Interstate commerce. The at torney general said it was hoped the decision in" this case would clarify tbe law as to title of the state to the bed of such inland navigable lakes. A. A. Schramm, state banking superintendent was given an opin ion that senate bill 31 of the spe cial session, having to do with is suance of -capital debentures by banks to borrow money from the Reconstruction Finance corpora tion, was constitutional. The opin ion from the attorney general was requested for the benefit of the RFC, Schramm announced. Earle Parker, pastor of First Methodist church, at the Lions club luncheon at the Gray Belle, Thursday noon. "Fifty years from now ethical Idealism, the doctrine of true prosperity through recognition, of the sanc tity of human values, will be commonly recognized." Claiming to hold no particu lar brief for President Roose velt, Dr. Parker nevertheless compared the aims, of the pres ent administration to the ideals handed down since the birth of the Galilean, commemorated by Christmas. The club, having wives of mem bers as guests,' enjoyed a Christ mas program, chief feature of which wus distribution of candy and useful gifts to 14 under-privileged children. A vocal solo was given by Mrs. Vernon Gilmore, piano solo by Wendell Helm and reading by Mrs. Ralph Kletzing. The gathering was sent into mirth by the initiation of George C.
