be In session at the Court House in the City of Salem, Oregon, In the
Conit Room thereof, on the 80th day of December, 1032, at the hour
Of 10 o'clock In the forenoon of said day. at which time and nlace
opportunity for a fall and complete discussion of the estimates of the
2punt of money proposed to be raised by taxation for the ensuing
year will be given any taxpayer subject to such tax levy when made
to be heard in favor of or against any proposed tax levies.
The following is an itemized estimate of Marion County's proposed
tax levy for each department of County government. County office or
County officer, each County improvement, the maintenance ofeach
County building and institution, the salary of each County officer
and employee, including those whose salary is fixed by statute.

1931 for preferred stock of the
Northwest Public Service corpor
ation which had traded its stock

Hanzen to Urge Experiment

Repeal of the continuing appro
priations of 2308.896 for the con
duct of experiment stations and
extension work under the state
board of higher education will be
urged upon the legislature next
month, Henry M. Hanzen, state
budget director, stated In a let
ter issued yesterday.
Drastic curtailment of extension
work in the amount of 2195,000
and the abolition of eight experi
ment stations now operated by
Oregon State college would result
from this move. Experimental sta
tions whihe it is proposed to close
Include the Pendleton field sta
tion, Astoria station, Union sta
tion, Harney county station, Uma
tilla county station, Sherman
county station, Hood River coun
ty station and the southern Ore
gon station at Talent.
The continuing appropriations
are provided by statute and the
legislature is compelled to ap
prove them unless the law is amended.
Hanzen declared in his letter
that continuing appropriations are
wrong in principle and indefens
ible upon any ground whatsoever.
He urged that every institution
and department be required to
appear before the ways and means
committee and Justify its disbursements.
"It is my recommendation,"
Hanzen continued, "that these an
nual continuing appropriations be
repealed and that, if it is desir
able and necessary to continue
these activities, provision be made
for their continuance from unre
stricted funds now received by the
institutions of higher learning
from the millage taxes and from
other sources of revenue."
Hanzen declared that figures
presented to his department by
the state board of higher educa
tion, show that the estimated ex
penditures for Oregon's higher
educational institutions will ex
ceed the estimated income by
1573,157, for the 1933-34 bien
nium. Total expenditures were es
timated at 27,236.010 and total
Income 26,662,853.
Of the total estimated income
of 26. 62,853 the amount of 3.
27.000 Is derived from millage
taxes, 1508,898 from annual con
tinuing appropriations, 2528,678
from federal funds, 2162.000 from
county funds, 21.254,869 from
student fees, and 2490,508 from
gifts and other sources.

subject of a salary limit among
the minor baseball league with
drastic penalties for Its violation.

fessional leagues In convention

Tne minor league owners are
not so much opposed to adoption
of the salary limit Itself as to the
penalty provided by the executive
committee for its violation.
Under the resolution "any club
guilty of any violation of the sal
ary limit rule adopted for its clas
sification shall, if the violation be
not corrected within three days of
notice of such Yiolation, assign; t
the contract of or release nneon-1 ,
ditionally the player on such elt
who receive the highest salary,
paid by such club." If more than
one player Is receiving an equally
high salary then the player to be
released, or assigned would bo de
termined by lot.
In addition a guilty club would
be fined 20 per cent of the max
imum monthly salary limit.
