Sept. 28 (AP) A serious ! revolt against the Japa nese supported state of Manchu quo has broken out In western Heilungklang Province northwest of Tsitsihar, scene of one of the strongest stands made by the Chi nese during Japan's military cam paign a year ago. The Rengo (Japanese) news agency at Harbin received dis patches confirming reports that Insurgents had occupied the city of Manchuli on the Manchurian Siberian frontier, as well as the towns of Haila, Puhatu and De- lainor. These insurgents, the dis patches said, hauled down the flag of the new state of Manchu kuo and raised in its plpace the national banner of China. Heavy fighting preceded the oc cupation of Manchuli. The Insur gents destroyed the barracks of the Manchukuo troops there with their artillery fire. Communication with the west ern part of the province appeared to have broken down after the Japanese consul telegraphed Tsi tsihar for help. Bands of Chinese railway guards arose in revolt, the consul reported, and a Japa nese airplane dispatched on a scouting expedition west of Tsi tsihar failed to return.
