Ralght, president of the First Natioral bank at Silrerton. which closed its doors in July, has ac cepted a position with tha Fi nance Reconstruction corporation at Portland. Mr. and Mrs. Height will leare for the city within a short while to make their home. They hare been at Silrerton for a little orer a year, coming from Flagstaff, Aris. Lee Ayera and hi Aeolians are back from a fiTe weeks engage ment playing coast resorts. They will leaf next week again for a trip through southern Oregon. Three of -the Aeolians, Maurlca Winter, Leonard Pennell and Rol lie Hendricks, are from Silrerton. Tha Socialist local of Silrerton haa made a. permanent organisa tion, with L. O. Hadley as chair man and J. H. Hosmer as secre tary. Th task as signed was monumental, gigan tic. Vhe sacrifice of time and serrlce thus exacted from this body of laymen waa tar too great. The Job waa not one for laymen, eren when furnished with national surreys and expert adrice to the point of embar rassment; but ra.ther for the highest trained and experienced educators in the land. , Capable Head First Need The board's first work should hare been the selection of th most cpable head for -the pro jected system, a president, a chancellor, 'or what not, to be found in the country. Instead of this th board haa not yet, after three years time, met this all- Important need of any institution or organization. So long haa this task been delayed, and so sensitire and suspicious has the public mind grown In the mat' ter that without doubt the time is now past when a leader from without the atat can take hold of the dilemma and sat things to functioning aa quickly aa needs to be done foe th public good. Indeed it would b somewhat of a reflection upon any foreign candidate now who would allow himself to b considered. Few educators, of the rank which this Job merits and already holding a responsible position elsewhere, will b likely to abandon their present security for the uncer tainties of th Oregon situation. The feeling ef the popl of th stat are now easily raffled educationally. They ar "touchy in the extreme. Thi render th task of th hoard rery difficult. ' In the second place, the de liberations of the board itself, after a long period of initial in aetlrlty, bar not ' been such aa to Inspire much : publie confi dence in its wisdom. Their re cord la too fraught with inex cusable blunders, racillations and backtracking. . For a time there was a wtilingnes to excuse these lapses 'on the "ground that the board was plowing In a rirgin field where hitherto no furrow had been cast np. But gradually suspicions began to arise that political met noas were being em ployed In some of the delibera tions. The employment of an educational expert as secretary of the board and the set ap of an expensir offle in Salem seemed to auggest construetire measure' from that source; but such as bar emenated therefrom har not Justified their cost. Equally as efficient service could bar been rendered from either of the business offices, in Eft gene or Corralll and with little added cost. - Secretary Jefs QtlaaI : j Indeed ther har been those who har called at th office of th. board in Salem for informa tion who har com away feeling that ther - mast be som .great secret about , higher education aad that it is presumptuous! tor a mer layman to question the secretary. - Later still ther has been som doubt as to whether th secretary confines his labors to purely educational ; matters. Ther ar . thos who wonder If he la th secretary of th chair man of th board, or of th board ltself.'.- - i. - Confldenc was again weaken ed in the board when It showed only casual Interest In th in Testigatlon et th 'Monmouth nor mal a year ago. In riew of the disclosures at the hearings and erideace aabmltted otherwUe. the outcome was . a great surprise; bat . in . new of. th tact : that that institution of learning has been controlled by th chairman of the board for th past fir years, th results of tbe tares ti gatlon are not at all difficult to understand. - All of these things, together with others which could b cit ed, hare created a condition of th publie mind which demands two major step in Oregon high er educational affairs to b taken without delay. On of thee is th appointment of a chancellor at one. This should be someone who knows th problem now and caa go to work immediately. We mast not risk an outsider . at this critical period. Our Unlrer sity which up to the time of its upset, had rightly and prop erly dedicated aU its forces to th seareh for truth regardless of its use hereor elsewhere, cannot be hurt so much by an outside leader for its function in the state are more . general, but non th 'less fundamental to the prosperity of the state. Our people must hare a healthy phil osophy. U they perish. .The umrersity, gires this great fac tor..
