Bylander Wants
Recall Move to
Be Harder One
Preliminary copies of a conti
tutional amendment which
would make It more difficult to
recall public officials was filed
in the state department here Sat
urday by George Bylander of
Portland. The attorney general
will be asked to prepare a ballot
title.
Bylander's proposed amend
ment provides that before peti
tions tor the recall of a state of
ficial can be circulated they
small be submitted to the secre
tary of state for his official seal.
In cases where county officials
are to be recalled the petitions

county clerk. In city recall elec
tions the petitions shall bear the
seal of the municipal recorder.
Further provision is made that
the petitions shall contain the
names of- 25 per cent of the

ers based on the vote for su
preme court Justice at the pre
ceding election.
