the Lincoln, school Thursday
night under th sponsorship of
the Lincoln Parent-Teacher asso
ciation was well attended by pa
trons ot the school. In the recelT
ins line to greet the visiting par
ents were Dr. B. F. Pound, mem
ber ot the school hoard, and Mrs.
Pound; George Hug, superinten
dent of schools, and Mrs. Hug.;
Miss Darethy Tayiar, principal of
the Lincoln school and the entire
teacninc staff.
Following the reception a short
program was enjoyed. Miss Edith
Ftndley played a nvmher of mar
imba solos. Miss Aldeane Smith
sang a greup or solos and Mrs.
W. H. East gave a .group ot piano
selections.
Short talks were given by
Wayne Greenwood, president of
the association; .Miss Taylor,
principal ot the school and Dr.
Pound who pointed out the in
fluence which the Parent-Teacher
association has had upon the
progress of school affairs in Sa
lem. Until a year ago, Dr. Pound
pointed out, the Lincoln associa
tion was the only Parent-Teacher
organization in Salem, where
as now there are several in ex
istence and plans under way for
an organization iu connection
with every school In the city.
After the program an hour was
spent in visiting Che several
rooms ot the school and in in
specting the work of the chil
dren. Light refreshments were
served.

DISCUSSED BY DOSS
Discussing plans for highway
safety in motor traffic Hal Hoss,
secretary of state, addressed the
Ad club Friday and outlined
some ot the work of the traffic
bureau. which is under his direc
tion. Re announced his inten
tion to ask the legislature to re-
more the 35 mile-per-hour speed
limit and substitute a law which
will make recklessness rather
than speed the test. He pointed
out the difficulty of enforcing
the speed law. and deplored the
influence of the law in teaching
youngsters to violate law.
Hoss also recommended some
legislation which would give the
trail lc department authority to
provide some real test for issu
ance and renewal of drivers' li
censes; also some guarantee
that vehicles seeking license are
physically fit to operate without
danger on the roads.
While the rate of accidents is
growing over the country, by
about 10 per year; Oregon's
rate is decreasing about 10.
Oregon also stands with the low
est auto accident death rate of
any of the western states based
on miles traveled.

Jury which yesterday heard the
case of A. L. Cootes against Nel
son Brothers returned a verdict
for the plaintiff and against de
fendant in turn of $400 plus in
terest from February IS, 1930.
The Jury, with Charles E. Smith
as foreman, had the case under
consideration an hour and a
Quarter before a verdict was
reached.
The suit was over alleged faul
ty operation of a refrigerator
plant. Cootes sought $1,000
damages in his complaint.
Case of Rice against Berger
was opened yesterday afternoon
but not finished. - The suit in
volved a' promissory note which
plaintiff took on trade and which
he claims was misrepresented. He
istrying to recover the value.
"Sugar" Sweetland, southpaw
hurler now owned by the Cubs,
was unable to win for the Phil
lies last season, he says, due to
the mental hazard of the short
rightfield fence in the Philadel
phia ball park.

Prof. Alfred G. Lunn, chief in
poultry work at the State Agricul
tural college was a Salem visitor
yesterday. Ha stated that com
mencing early in November poul
try courses or lessons will be sent

work and then on each Tuesday
evening a radio talk covering these
lessons will be given from the col
lege. Prof. Lunn is also quite busy
at this time working out the de
tails of the O. S. C. exhibits, at
the Pacific International Live
stock show from his department
and with Professors Crosby,
Knowlton and Pox, will visit the
International Livestock show the

several days. In fact. Prof. Fox
will place the awards in the big
egg show at the International and

the Southern Paclfie railroad
asked last month in connection
with lowering ot rates between
intermediate and distant points,
has been cut to 45 days, states
W. P. Ellis, counsel for the
Western Oregon traffic associa
tion yesterday. The lowered ve
hicle becomes effective January
10.

The Interstate Commerce com
mission , through pressure
brought by the Western Oregon
Traffic association, succeeded
last spring in bringing abont a
substantial reduction in freight
rates through application of the
fourth section case, a clause in
the Interstate Commerce com
mission statutes which state
that rates between intermediate
and distant points shall not morr
than double those between port
to port districts.
Heretofore rates between in
termediate points have been. at
times. 300 per cent higher thsn-port-to-port
rates. If a shipper
crew sending goods between
Portland and Ashland, under th
old schedule he would pay a
much greater rate than he would
were he shipping goods to San
Francisco and bay points.
It was with this injustice In
mind that the Western Oregon
traffic association, made up ot
leading cities in western Oregon,
sought substantial reduction in
freight rates.
The fourth section case has
been before the commission a
number ot times and is said by
Ellis to be the most misunder
stood section on the commis
sion's statutes.
