Superintendent of Salem
Schools
The Salem Public .School
System is one of the vital and
important institutions of Sa
lem. The School System con
sists of twelve school build
ings which include one Sen
ior high school of nearly 1300
students, two Junior high
schools with an enrollment of
1400 pupils and nine grade
schools with 2800 pupils.
There are 192 teachers, prin
cipals and supervisors. Sixty
five per cent have permanent
homes in Salem and eighty
per. cent live in Marion and
Polk V counties. Onlv- thrw
per cent live outside of Ore-
Praa a a 1
gon. -mis gives saiem a per
manent and constant teaching
staff. The turnover each year
is less than fifteen per cent.
Eighteen janitors and care
takers keep the building- and
grounds in excellent shape.
Nine public health workers in
clude two physicians, one den
tist; four nurses and two sec
retaries, look after the physi
cal well beincr of the rjunila
and teachers as well as gen
eral health conditions. A to
tal of about 225 emnlorM
constitute the personnel of
the school district.
The affairs of the district
are administered by a board
of five members, a school
clerk and secretary and a su
perintendent who is the ex
ecutive officer of the board.
Dr. H.H. Olinger, chairman
of the board, has rpt-vpH n
the board for the last eleven
years, or four terms. L. J.
Simeral. vice-chairman. hn
i sex veu ior nine years, or
three terms, Frank E. Neer
has been on the board for five
years. Mark McCallister four
ears and E, L. Welder one
aaaa a W . 4
year. Mexnoers are eieciea
for a term of three years, nr.
Olinger has been instrumen
tal as a leading spirit in se
curing new school buildings,
athletic fields and carefully
looking after the funds to the
best advantage.
Mr. Simeral has specialized
in the upkeep of the buildings
and grounds, heating plants,
etc His genial personality Is
known by nearly every teach
er and pupil Mr. Neer has
seen that sufficient supplies
and equipment are given the
schools and teachers to work
with. Mr. McCallister is in
terested in the education of
the pupils and especially has
promoted vocational and in
dustrial education. Mr. Wel
der,' a new member, exhibits
good judgment in meeting
school problems.
Eleven principals look after
the respective schools. Super
visors and heads of depart
ment outline and supervise
the various subjects and
teachers in their particular
departments while teaching
in their own particular field.
Enrollment in the Salem
schools has grown from 3600
in 1920 to nearly 5400 pupils
in 1930 or a gain of 50.
During this time the Parrish
Junior High was built in 1924.
The school houses approxi
mately 1000 pupils while the
Leslie Junior High school was
Duiit m 19Z7 and accommo
dates 500 pupils. In 1923 the
east wing of the high school
was constructed which in
cludes besides classrooms a
commodious gymnasium. The
high school athletic field and
grand stand was developed
and constructed in the last
few years. This field is fenced
with a heavily constructed
wire fence and contains eleven
acres. The Leslie grounds
and recreational field includes
13 acres of land. This ground
will be developed into a re
creative center in the near
future for the southern part
of the city.
The annual cost of conduct
ing Salem schools amounts to
$402,000. $82,000 is used for
interest and redemption of
bends. One tenth of alt bond
ed indebtedness is paid off
each year. It will only be a
few years until Parrish, Les
lie and the high school annex
will be paid for. $320,000 is
used for current expenses.
$275,000 is used to pay teach
ers and other employees of
the schools. Other expenses
include educational and
school supplies, equipment,
maintenance and repairs, in
surance, fuel, water and other
necessary expenditures. The
average amount, including the
bond payment, and the cost of
educationing each child' is
about $76. While the current
cost is about $60. per capita.
What is more important to
Salem than its schools? It is
guiding and training its fu
ture citizens which consti
tutes from one fourth to one
fifth of its population. More
over, it is the potential force
that will make the Salem of
the future.
SHED AS
GITY OF SCHOOLS
Besides the fine system of
public schools which Salem
enJoys with nine grade
schools, and one senior high
school, there are numerous
other educational institutions
here serving the needs of
children and young people.
Private schools, parochial
schools, the university all play
an important part m the life
of the city, lending a fine at
mosphere to this as a place
for the rearing of families.
Included in the educational
institutions are:
Willamette, university, col
lege of liberal arts, school of
law.
Kimball school of Theology.
Sacred Heart Academy.
Capital Business College.
St. John's Evangelical Lu
theran School.
St. Vincent de Paul Paroch
ial School.
Livingston Seventh Day
Adventist
Laurelwood Academy.
