WASHINGTON. Feb. 21.

diciary committee condemned
prohibition as miserable fail
ure and as an affront to the
American people which -was en-
genaenng widespread resent
ment.

W. W. Atterbury, the president of
the Pennsylvania railroad who
also is republican, national com
mitteeman for Pennsylvania. He
was preceded by the presentation
of a statement from Nicholas
Murray Butler, president of Co
lumbia university in New York,

son. ' The Rev. John A. Ryan, a
widely-known sociologist and
member of the Catholic faculty

seared "everything that It touch
es," He said President Hoover,
Attorney General Mitchell and
members of the law enforcement
commission had gone to an un
warranted extreme In seeking to
present the prohibition question
to the people as a moral issue.

pany, described the eighteenth
amendment as a "rotten failure"
- saying "the president and cab

pily the young people know it
best of all; but the prohibition
ists do not know it."
Today was the fifth day of
hearings within the past three
weeks, all the time has been tak
en up by advocates of the repeal
of the eighteenth amendment.
After the committee hears more
opponents of prohibition, who are
expected to complete their say to
morrow, the drys will be lven
equal chance to argue on behalf
of prohibition.
It'Iaware Man to

Pierre S. Du Pont, of Wilming
ton. Delaware, is scheduled to ap
pear tomorrow against the dry
laws.

fied on behalf, of his father, for
mer Senator James W. Wads
vorth, Jr., of New York. He said
"the attempt to enforce total ab
stinence in the United States has
ret up a serious friction between
the government and the people."
"Until recently, Tie continued;
"that portion of the public that
Is resisting has been good-natured
about It, while the govern
ment has been fighting It hard
and, at times, savagely. There
ere signs that the public is be
1 coming less good-natured and
more resentful of the extreme
measures of the government."
In addition to Mr. Butler's, the
committee also received a state
ment demanding repeal of the
dry amendment from Wallace Ir
win, an author. He assailed It
a 3 tyranny and declared if the
people ould not revolt against It,
their freedom would be lost.
Alcoholic Patients
Found ob Increase
Another emphatic witness was
Dr. Francis J. Gerty, In charge of
the Cook county, Illinois, psycho
pathic hospital. He testified
there had been large increases
recently In the number of alco
holic patients of both sexes and
t.crtallty in such cases had
grown.
Morgan Collins, former super
intendent of police in, Chicago,
declared that after - prohibition
the moral of the policeman low
eYed and that Manor law violat
ors in his city escaped conviction
because courts and juries were
not Inclined to enforce the act.
He said he had found equally bad
conditions in many cities.
Two Washington attorneys,
representing the federal dispell
ary and tax redaction league,
Wilton Lambert and Rice Hooe,
raid conditions of law enforce
ment could not be corrected as
long as the dry laws existed.
They nrged approval of the 8a-
nath resolution to modify the
amendment to permit federal su
pervision of the sale of liquor in
packages In states desiring , li
quor.

SEATTLE, Feb. 26. (APJ
Nominees for city offices In Seat
tle and Tacoma today were plan
ning campaigns preparatory to
elections on March 11 after being
choran in two contrasting non
partisan primaries.
Seattle gave Mayor Frank Ed
wards the biggest primary lead
for a mayorality candidate In
seven elections held since 1916
yesterday while in Tacoma Mayor
James G. Newbegin was swept
out of office and M. G. Tennent,
who resigned as mayor a year
ago because of friction with the
council, and Fred Shoemaker
were nominated for the office.
Councilman Otto A. Case was
nominated to oppose Edwards in
Seattle.
Only 65.706 of 117,962 regis
tered Seattle voters participated
while in .Tacoma, 30,604 of 37,-
259 registered cast one of the
biggest primary votes ever re
corded there.
In Tacoma, Commissioner of
Finance A. S. Walters also lost
his office but Seattle gave Comp
troller Harry W. Carroll and
Treasurer H. L. Collier, both un-
o p p o b e d, big complimentary
votes.
Seattle gave Edwards 33,108
rotes. Case 18,046 and former
Mayor Edwin J. Brown 13,592 in
the balloting tor mayor. In Ta
coma Tennent lacked only 201
votes of being elected In the pri
mary, with 15.108 to 7,30 6 tor
Shoemaker and 6,770 tor New
begin. Two other candidates
trailed.
