WASHINGTON (AP) With wide interest aroused by the flights of the Graf Zeppelin ln the possibility of dirigibles opar nting over commercial airways, tne department of commerce Is considering drafting regulations concerning lighter-than-air craft. Present air commerce regula tiona take in lighter-than-air craft only In a general way and specific requirements are neces sary, according to Edward P, Howard, head of the air regula tions division of tha department of commerce. He sees It s entire ly probable that the dirigible will become a factor in commercial air transportation in the country. "When we licensed the Oood year fleet of blimps, the only commercially owned dirigibles !n the Uni'.ed States, a special net of requirements were set op for them." Howard said, "but we can't 6 on like that forever. Re. gulatlons must be drawn up. Howard pointed out that the building and operation of lighter-than-air craft differed greatly from the hearier-than-alr craft and no comparison could be made. "Meteorological and topograph. leal conditions affect the dirigible great deal more than they do heatler-than-alr craft' he sa'd, and a dirigible pilot who tad flown only oyer one part of the country might be at a loss la fly ing oyer another where meterolog ical and topographical conditions 1 were considerably different." Figures just issued by the gov ernor's health office show how complete has been tha victor- of j l the sanitary forces. From time im memorial millions of mosquitoes jose from swampy lands around Rome and piled up the malaria, death list among the inhabitants. But there were only nine deaths in 1928, and 1.057 cases. Two years ago there were 14 deaths and 1,240 cases. And ten years ago the deaths were in the hun dreds and the cases in the tens of thousands. The struggle of the governor of Rome corresponds to that of en eral Goethals when he began to build the Panama Caual. And it is meeting with the same succes.. Some years ago all the danger ous swamps and ponds around Rome were drained. The swarms of mosquitoes which bred there perished or sought other homes. Since then the work of the gov ernment has been divided Into ed ucational and preventive channels. Most of it centers around the anti malaria hospital of Marchlafara, named after Professor Senator Ettore Marchiafava, a veteran physician in Rome. The government also takes groups of 60 students from rural schools and sends them to sea or mountain health resorts, in com pany with similar groups from city schools. When they return to , their homes their vulnerability to malaria is considerably decreased. Other groups are taken to clin ics and taught methods of malar ia prevention. Instruction is con stantly given In the schools. This summer, the BChool children of ' Acilia, Cechina. Magliana, Ponte- 4 mammolo, Settecamlnl and Torre- nuova did not show a single case of fever because they took the antl malaria prophylactic. The same service is rendered orphan asy lums. Of thirty children ln on class not one had fever, although t 20 had been susceptible to it be fore they took the prophylactic. Examination of blood is carried on constantly at the Central lab- rt oratory. Three thousand persona sent samples of their blood to the laboratory to be examined during the present summer. Some 900 -pounds of quinine prophylactic were used. The direct war of the government against the mosquitoes is carried on without letup. The mosquito casualties read like casualty lists in the Great War and are Just as heavy. Through mosquito trans .- and other devices, the govern ment captured on only one "sec tor" at Ostia Antica, near the sea, ! 32.80T mosquitoes last year. The commanders-in-chief of the government forces are Prince Bon- .. compagni-Ludovisi, governor of Rome; Prince Aldobrandini, and Francis Cerlbelli. sanitary engi- neer. Governor Boncompagnl-Ludov-A has opened two courses of ma- lariology, one for teachers in the rural schools, and one to Instruct doctors and nurses. The governor of Rome and hie sanitary offlcera ' have been hammering home -the point that if patients will only call a 'doctor the moment they exper ience symptoms of malaria they can be saved. But the' sanitary department la not yet satisfied. Nine deaths and 1,057 cases Is little compared to hundreds of deaths and tens of thousands of eases; but the de partment believes fhat in a few years there will be no deaths and only s score or so of cases. It Is to ward this end that Romeiswork Ing.
