The New Oregon Statesman, Salem, Oregon, Thursday Morning, February 28, 1929 ft A, FT STANDS UP; Speaker Hamilton Admits Bill Has Merit, Asks Withdrawal FREE BOOKS MUST WAIT For the first time this Hulon, nd probably- the first time la many sessions, the author of a housy bill stood up and asked per mission to withdraw his measure because he feared it might pass. This author was none less than Speaker Hamilton himself, and the bill he withdrew Wednesday was II. B. 473, which, would, have set the school districts np in the book business. Under provisions of the act the school district would pur chase all textbooks need in high md elementary grades and re-sell them to the pupils. Funds .Thought Larking The speaker still believes his bill is a good one and should pass some day, but since he introduced Governor Patterson Wednesday vetoed sente bill No. 180, which would repeal the existing law con ferring upon the chief Justice of the state supreme court the power to transfer circuit Judges from one judicial district to another for the purpose of speeding up the trans action of circuit court business. "I believe, read the veto mes sage, "that the chief Justice of the supreme court may well be given this power without danger of abuse." ' The governor also vetoed house bill No. 12s which would amend the Oregon laws by giving to the county school superintendent the right to apportion the Irreducible school fund at any time during the year instead of on the first i Mon day in October as provided by the j rpscnt law. - I believe it is for the best in terests of the state to set definite date for the apportionment and ..la ment of public funds," read the veto message. Former Student Here Will Take Charge in Bend Word was received Wednesday that KeT. P. M. Blenkinsoo of Portland has been appointed to nil SAYS 1' Oil CBilH COURT MOHAWK aadc(lj!aliiyKag3 19 It he learned that it would require large capital outlay from each district of any size in order to fin ance the plan. Then he also learned that the average price at which booka were sold was but 25 per cent more than the whole sale price. 7 Some expense would naturally fall to the district tor handling purposes soothe saving would not be very great. For these reasons, chiefly because the state Is not at present In shape to finance such a plan, the bill was withdrawn. Mr. Hamilton had learned that there were a large number of leg islators 1 favor of the hill, so he did not risk it on final passage, which vm due for Wednesday, but withdrew it instead. the pastorate of the Methodist Episcopal chnreb at Bend.
