It stated In part: "....That the' complaint of plaintiff be made more definite and certain by alleging in para graph XIII facts showing whether or not the plaintiff city has avail able cash on hand and is there fore able to pay the award ar rived at by the arbitrators men tioned in said complaint and or dinances; or if the plaintiff city does not have available rash on hand and on that acount is not now able to pay any award so made, then the plaintiff shall make its complaint more definite and certain by alleging sufficient facts to show whether the plain tiff has lawful power and legal authority to issue and deliver to the above named defendant suf ficient amount of warrants or bonds with which to obtain suf ficient cash.
