The New Oregon Statesman, Sailem, Oregon, Saturday Morning, October 13, 1928 IIS CLUB HEARS TALK UPON CHARTER Complimenting the action of the Salem Lions' club In refusing to indorse the proposed charter and city manager plan in the form in which it was presented recently. Martin Ferrv. as chief speaker at the club's luncheon Friday dis cussed the plan in detail and de clared that it would hare been a wonderful thing for the lawyers of this community. The speaker, who himself is a prominent attorney, said that he favored the council-manager p lan but declared that the wording of the' proposed charter "really makes the manager the absolute authority" with blanket powers. He pointed out the potential dan ger of such a situation and then, taking up the salient defects of the proposed charter showed that its adoption would have led to "a lot of autocratic and mischievous actions to the harm, injustice and , great expense" of the public. A feature of Friday's Ijjneheon was the singing of Mrs. Sheldon F. Sackett. with Miss Ruth Bed ford as her accompanist. . William Gahlsdorf. a member of the city council, also congratulated the Lions upon having opposed the proposed charter. Leo P.
