Randall, attorney who has office In the Bank of Commerce building and who 11 Tea In the Hollywood district. Mr. Randall admitted that the petitions were circulated with his J knowledge and consent, and said that several eouneilmen are pledg ed to support him when the va eancy Is considered at the next meeting, which will be held on ' Tuesday, September 4. A number of the eouneilmen stated Friday thsc they had been Interviewed in Mr. Randall's be half, and Indicated that to date, the attorney is apparently with out opposition for the office. O'Hara Undecided Prom another source It was learned that David O'Hara, one nf t Vik nnminM for the two Tear term in the fifth ward who will be voted off in November, has the question of running for the va cancy under consideration,' but has not reached a decision. . While Mr. Thompson's resigna tion came as a complete surprise to the other members of the coun cil and to the general public. It was learned Friday that his plans ' were known to a considerable number of bis constituents, and that the matter of a successor had been discussed with the result that a petition fer the election of Mr. Randall was in the council chamber on the night of the meet ing, but could not be presented or the reason that Mr. Thomp son did not tender his resignation until a motion to adjourn was already before that body. Although resigning until the end of the year, Mr. Thompson will accept his election and resume his seat 'when the council Is re organized in January, he has an nounced. There also will be a special election this year to elect a representative In congress for the second congressional dis trict. He will succeed N. J. Slnnott, who resigned recently to accept the judgeship of the federal court of claims. Candidates to succeed Mr. Slnnott Include R. R. Butler of The Dalles, republican and Wal ter M. Pierce of LaGrande, dem ocrat. The special election also will be held November 6. John Bell of Eugene spent yes terday in Salem "conferring with Governor Patterson and other state officials. Mr. Bell is prom inent in republican circles In Iane county and was mentioned prominently in connection with the contest for secretary of state urior to the primary election. Mr. Bell conducts an abstract office at Eugene. Justice John L. Rand of the state supreme court has returned to Salem after, a week spent at his former home at Baker. He was accompanied by Mrs. Rand. W. F. Poorman. assistant state purchasing agent, will leave Mon day for the beaeh resorts where he will spend his annual vacation, lie will be gone for two weeks. H. C Seymour, state club lead er, arrived here yesterday front Corvallls to confer with C. "A. Howard, - state superintendent of public Instruction, and other state officials. Tbe committee's plan contem plate the issuance of refunding bonds at a lower rate of interest. Details of the plan will not be made public by the reclamation commission until such time as the bondholders have been given an opportunity to be heard. The com mittee represents the holders of bonds of a par value of $1,124, 000. Persons attending the meeting, other than members of the rec lamation commission, were Robert S.
