FRANCE MAY OFEEB
Possibility Looms of Tariff
Agreement With United
States
FAHIS. July 12. (AP)-An
exchange of American cotton for
French rubber under a special
tariff agreement Is being consid
ered by the French department of
foreign commerce.
France claims, next to England,
the largest acreage In the world
given to rubber cultivation. Kng
land'e plantations lay chiefly In
the Malay states. France's in her
African colonies and Indl-China.
The production of French rub
ber is growing yearly, but the
business of raising rubber trees to
maturity is expensire and leaves
no funds for the encouragement
of cotton planting.
France now buys her cotton
chiefly from England, the United
States from Egypt. Government
experts estimate that within two
years the French colonies will be
producing more rubber than
France requires. An outlet on
the American market, with cotton
as a possible interchange, appears
to many as a profitable venture.
The idea forms part of the
French program for general re
vision of commercial relations.
Another detail of this is the grant
ing of a subsidy for the building
of new fruit ships to bring banan
as from the French possessions In
stead of buying them from Brit
ish and Spanish growers.

TO BE POISONOUS
Myriads of Insects Still
Threaten Health of Hu
man Race, Word
WASHINGTON. July 12 (AP)
Despite the success of "swat ths
fly" campaigns, drainage projects
and other remedial measures, man
Is still harassed by myriads of In
etc ts.
Campers, bathers, vacationist!
and other outdoor devotees are
likely to come in contact with
some form of instvt lite, which in
most cases Is only pestiferous but
in some Instances is poisonous.
A camping place should be so
let ted with a Iew to obtaining as
much immunity as possible front
these pests. Tho farther removed
campers are from human dwell
ings and animal sheds, the less
will be their annoyance from flies.
High ground, well drained and
with no water standing nearby,
usually will be found fairly free
from mosquitoes. It Is well to
include screening or netting in
any ramp equipment.
The bites and stings of mosqnl
toes and other insects may bs
treated by applying a few drops
of household ammonia or ordinary
cooking soda, moistened. If stunt
by bees, wasps or yellowjackets
the "stinger" should be removed
before applying ammonia or soda.
If the pain is intense, relief ran
be obtained by cold cloths or a
solution of boric acid.
The Red bug or "chlgger" Is
responsible for one of the most
annoying and painful skin erup.
tions. This Insect bores Its way
Into ths skin, necessitating Its re
moval with a needle. The needls
should be sterilized before being
used. Thl may be done by pass
ing it once or twice through a
flame. An alcoholic solution of
thymol applied to the affected
parts is frequently effective In de
stroying "chlggers." After e
posure to these Insects, the body
shou.d be lathered with soap and
bathed as this often prevents fur
ther trouble.
JAPiESE LET 1
Nominal Immigration Quota
Recommended by Charles
MacVeagh
SAN FRANCISCO. July 11.
(API - Charles MacVeagh, V. S.
ambassador to Japan, arriving
here today from Seattle enroutrt
to Santa BarbaTa said he believed
granting the Japanese a nominal
immigration quota in the United
States would soothe their resent
ment over the exclusion act. lis
said the result would be obtained
even if only 50 or 100 were al
lowed to enter the United States
annually. Mr. McVeagh will
leave for Washington after spend
ing a few months In the south.
"Officially I have no opinion on
the exclusion act," said MacVeagh.
"I know however, that It Is a very
sore spot with the Japanese who
are anxious to cultivate closer re
lations with the United States.
They say very little about the leg
islation out there, but it Is not a
safe topic for discussion."
MacVeagh. who was a promi
nent New York and Washington
attorney before being named as
ambassador to Japan two and a
half years ago, declared Japan .
had recovered from the effects of
financial depression.
MacVeagh said tbs military
movements of Japa nia Manchuria
and Shantung were only protec
tive, declaring Japan baa thou
sands of nationals living In both.
places, whose lifetime savings
wera invested there. He added'
that Japan wants only to be left in
peace while she builds np trade.
