in 1842 the United States govern
ment Issued a commission to Dr.
ElUah White, who had recently
returned from Oregon, appointing
him as sub-agent of the Indians
west of the Rocky mountains. This,

tor White the dsitinction of being
the first United States officer ap
Dolnted in Oregon. Armed with a

"stars and stripes.". Doctor White
arrived in Oregon that year with
an emigrant train of 120 persons.
The American party, being
greatly strengthened by the ar
rival of Doctor White's emigrants,
civil government was again dis
cussed. A preliminary meeting
wast accordingly, held at the Ore
gon institute, February 2, 1843
to provide for a general meeting
to be held at the house of Josepiu
Gervals on Monday, the 6th day
of the next month, ostensibly for
the purpose of providing bounties
for gllling wolves, lynxes, bear and
panther.
The first American government
on the Pacific Coast was author
ized by the people of the Willa
mette valley at Champoeg, My 2,
1843, at a meeting of a represent
ative body of men gathered Tor
the; purpose of considering the re-

on organization, which had been
appointed at the March meeting.
'The committee reported favor
ably on the establishment of gov
ernment. When the vote was tak
en, the speaker was unable to de
(ermine on which side was the
minority. A motion prevailed for
a division, and those in favor of
organization were to file to the
right, while the opposite party
took the left, according to the
practice of mountain' men in settl
ing: question. According to var
ious trustworthy historians, in
cluding Harvey W. Scott. Joseph
Meek shouted as he stepped to the
right, "Who's for a divide? All
in favor of the report and of an
organization, follow me."
The motion prevailed. Since this
meant a provisional government
for Oregon, the opposing faction
withdrew. It may be said, in their
behalf, however, that soon after

uralized citizens. Following the
transaction of some other business,
a committee of nine was chosen
to report a plan of civil govern
ment at a meeting to be held at
Champoeg, on the 5th ot the fol
lowing July.

Margaret E. Hunsaker died May
4, at the age of , 43 years. Sur
vived by her husband, Archie, and
two children, Marjorie 13 and
Desmond 5. also by three sisters
and two brothers. The body will
"be shipped to Baker, Oregon, to
night for services and interment
by Clough-Houston. Mrs. Hunsaker
was a member of the Seventh
Day Adventist church.
