fM ASKED LEASE
Idea Did Not Originate with
Department of Interior,
Contention
WASHINGTON, April 17.
AP). Forcefully pressing their
eeatentlon that the leasing of
Teapot Dome originated in the
vary and not in the interior de
partment, counsel 'for Harry F.
Sinclair, secured testimony In his
conspiracy trial today to show
that the unit leasing plan was de
cided upon by Tormer Secretary
Deky, of the nary department.
Captain J. K. Robinson, retired,
testified that he had communicat
ed this decision to Albert B. Fall,
after a recommendation to that
effect by him had been Approved
by Denby. At that time a rear ad
miral. Robinson said he had con
sidered such a policy essentia to
a maximum realization of the nav
al il reserve as a valuable factor
in national defense.
The basis of Sinclair's defense,
as outlined by Daniel Thew
A V right in the opening statement
to the Jury, was that Denby rath
er titan Fall instituted the policy
poa which the Sinclair leaee was
founded. The government, on the
other hand, charged that Fall was
primarily responsible and that he
dealt corruptly with. Sinclair in
the Teapot Dome negotiations.
The only other witness of the day.
H. Foster Bain, testified concern
ing- his role in the Teapot Dome
dealings, when he was director of
the bureau of mines. This dealt
primarily with . recommendations
for leasing made by him to Fall,
because of the danger of drainage
from the naval oil reserve into the
adjacent Salt Creek field. Such
evidence from defense geologists
bad been excluded previously, but
J oat Ice Jennings Bailey today al
lowed so much to go in as was dis
tasted between Bain and Fall.
Bain also testified that the for
mer interior secretary had men-
tieeed oil companies other than
Sinclair's as possible lessees of
Teapot Dome.
Among these were the Gulf Oil
company and the Pure Oil com
pany, he said, that the former
waa ineligible as a bidder on ac
cess t of the Interest held in it by
Secretary Mellon and that Fall
had advanced similar arguments
against Inviting the second con
cern to bid because it was con
trolled "by the Dawes family."
Considered by the defense as a
key witness, Robinson often vol
n steered remarks in connection
with his answers that brought
strenuous objection from the pros
nation. He was remnided by the
roart several times not to trans
gress the rules, especially with re
gard to his willingness to detail
discissions concerning Teapot
Dome that he had with Denby. The
former cabinet member himself is
expected to take the stand tomor
row, after the cross examination
of Robinson is completed. He will
be preceded, however, by A. E.
Watts, a Sinclair organization of

COLORADO SPRINGS. Colo..
April 17. (AP). Republicans of
Colorado refused yesterday at
their state convention to instruct
their seven delegates-at-large to
the national convention at Kansas
City to vote for Herbert Hoover
for presidential nomination.
The refusal came after a tumul
tuous session at which the Hoov
er forces, admittedly in control of
the convention, sought to put
through a resolution , instructing
the state's delegates-at-large to
vote for the commerce secretary.
The fireworks started as soon as
the convention had re-elected

Springs publisher, to the post of
national committeeman and re
jected the candidacy for re-elec-tie
of Mrs. Anna Wolcott Vaile
as national committee woman.
Mrs. John E. Hillman. of Delta,
Colo., was elected to that post.
With the announcement of the
vote for Mrs. Hillman, which was
made unanimous at the request of
Mrs. Vaile. Henry McCallister.

tary assault was launched from
the floor, a demand that the reso
lution waa out of order having
been overruled by John R. Coen.
state chairman, and chairman of
the convention. An appeal to the
ruling was defeated by a viva voce
vote.
Then an attempt was made to
amend the resolution by. submit
ting the name of Frank O. Low
den. A similar attempt to insert
the name of Vice President Dawes
was also ruled out of order.
BIGAMIST ESCAPES
ROY KELLY SHOOTS WAY
FREE; OXE WIFE HELPS
REDDING, Cal.. April 17.
(AP) Roy D. Kelly whose two
wives met and comforted each
other over Kelly's hospital bed in
Chico recently, today took his
guard's pistol and escaped from
the county hospital here.
Kelly was shot through the
lungs by a Chico policeman who
sought to arrest him on a charge
of issuing fictitious checks. Two
wives went to his bedside and
learned of each other's existence.
Brought here for treatment and
prosecution, both
wives followed
him to Redding and police said
they suspected that Mrs. Kellyi
number two who was denied ad
mittance to the hospital helped
Kelly to escape when Lee Head
rick, his guard, had left te room.
The man s condition was De
lieved too dangerous to permit a
court hearing but physicians said
today he probably pretended his
mnditinn was more serious than
it really was.
Sheriff's officers and a posse
are seeking Kelly and his second
wife.

When Wages Cut 10 Per Cent
ALBANY. Ore.. April 17.-
i(AP) AU employes of the Al
bany tannery, protesting a threat -
ened cut of 10 per cent in their
wages, struck Monday. Wages
range from $3.57 to $4 a day. Al
Sternberg, owner of the tannery,
said the wage reduction was nec
essitated by increases in the prices
of hides.

In the alienation suit the actor
charges Glaser with luring West's
wife away from him In 1923 with
promises of more luxuries than
the comedian could provide. He
asks $100,000 damages.

Jimmy Angel, piloting the Pan-
American plane from Fresno, Cal.,
completed the first leg of his pro
jected 25,000 mile trip around
Cape Horn and dropped into the
government airport here at 10:30
o'clock this morning.

PORTLAND. Ore., April 17.
(AP). Ten dental offices in
downtown buildings were robbed
of gold on Sunday, police revealed
today. The robber obtained about
$500 in gold and cash.

Inquiry Proposed Into Fi
nancing of Activities
for Legislation
WASHINGTON, April 17.
(AP). Lobbyists drew fire from
the senate yesterday as Senator
Caraway, democrat, Arkansas,
proposed an inquiry of the financ
inf and activities of various asso
ciations and special organizations
about Washington.
Senator King, democrat, of
Utah, joined in the attack with an
equally vigorous assault upon
those who would influence con
gress in behalf of special legisla
tion and both senators charged
certain organization leaders with
sending ou "lies."
The Arkansas senator was par
ticularly put out at what he term
ed a lobby from every state in the
union which was seeking to mis
lead the senate in regard to his
pending bill for regulation of cot
ton, futures trading. His resoiu
tlon would have a senate commit
tee Investigate all lobbying activi
ties however, and he said there
re 350 or'400 epeclal associa
tions in Washington.
Senator Caraway mentioned the
national reclamation association
whose head, George H. Maxwell,
he said, had sent out a letter con-
taining "lies" about flood control.
Senator King mentioned a Mr. No
ble of Chicago whom he charged
with circulating "lies" about the
position of senators on a bill for
development of agriculture exten
sion work.
The resolution of Senator Car
away, who was author of the bill
recently passed by the senate re
quiring lobbyists to register at the
capitol, went over until today un
der the rules.
PIRATES TAKE SHIP
15 BUCCANEERS DISGUISE
SELVES AS PASSTXGERS
HONGKONG, Apr. 17. (AP)
Fifteen pirates disguised as pas
sengers overpowered the officers
of the steamer-Hsin-Wah Saturday
and took possession of it. They or
dered Captain Jensen to steer for
Samchau Inlet, Bias bay, the no
torious pirate stronghold.
There the cargo and the belong
ings of the passengers were trans
ferred to sampans. Five Chinese
passengers were carried off to be
held for ransom.
While the pirates were trans
ferring their booty, a Chinese gun
boat appeared. The pirates harried
for the shore. A landing party was
sent after them but they escaped
after a chase of two hours.
The Hsin-Wah, which was en
route from Shanghai to Hong
kong at the time of the capture, la
ter proceeded here with the gun
boat escorting her.
