He did it in these six sentences: ; TTnis is naturally the time to be planning for the future. The party will soon place in nomination Its-I candidate to succeed me. " To giVe time for mature delib eration I stated to the country on August 2 that I did not choose to run for president in 1928. My statement stands'; no one should be led to suppose that I have mod Hied it. My decision will be re spected. ; "After I had been eliminated! the party began, and should vig orously continue, the serious task of selecting another candidate from among the numbers of dis tinguished men available." Words Come As Postscript 1 His only reference to -this sub ject was contained in a very brief postscript to a prepared speech discussing republican . political Is sues generally. . Only a few of the committee men who are in Washington to se lect next year's convention city, had any Inkling that such a declar ation was coming. It had been generally understood among, them that they might expect from the president no elaboration of the statement of August 2, but would listen only to a general discussion of party issues. Such a discussion, prepared In advance,' was delivered by the chief executive and as he went ahead defining some of the party issues the impression seemed to grow among some of his listeners that he might be outlining a plat form upon which he could stand in 1928. Then, at the very end of the speech, he turned suddenly from general issues to pronounce the words that reaffirmed and ela borated what he had said in Au gust about his own intentions. Moment Psychological Not only does the president's new declaration come at the mo ment his party leaders are assem bled in the capital to make their first plans for 1928 hut it finds congress Just getting under way tor a session wherein each ot the major parties ; hopes to 'write a record to put before the voters In the next campaign. " only today the president's an nual message, outlining a legisla tive program, was placed before the new senate and house. Doubt less politics will, furnish much of the background for the session and some of Mr. Coolldge's friends think he may have decided that his own part In the legislative devel opments of the next few months would be less open to partisan at tack 11 it were understood now that he regards himself as elimin ated from the field of candidates. Individual Booms Boosted However the president's words v-.v - "V ..-.v xx:.: S 1 , 1 ance of a coalition which would upset Mr. Butler's plane. ; 4 Detroit, Frisco Join. : The California committee men declined to disclose the exact na ture of the coalition but there were reports that Detroit and San Francisco supporters were lined up to defeat Kansas City in the event that neither of them was. selected in the earlyballoting. In the absence of any definite information as to just what turn this coalition would take, it was impossible to determine, which of the cities which have ranked sec ond . in ' interest stood a good chance of being selected but it was apparent that Cleveland, Chicago and Philadelphit were prepared to; push their cause until more defin ite indications were forthcoming. While the exact time of select ing the convention depended on the length" to which arguments would be extended, it was expect ed that a vote would be reached by noon tomorrow at the latest. The committee halted the arguments, late today to go to the White House to be received by President Coolldge and to hear him make an address. . Already campaigns of consider able proportions are under way for Secretary Hoover, Frank O. Low- den and others. Senator Curtis of Kansas, has definitely announced his candidacy and another group including Vice President Dawes. Speaker Long worth, Senator Wil lis of Ohio and Senator Watson of Indiana had been actively talked of among the party leaders. Cities Seek Convention ' ,- Assured that the president had no preference, delegations repre senting a number of cities seeking the next republican convention fought hard today to retain the support of national committee members they had received bsfore Chairman Butler announced that he favored Kansas City. The com mittee which will make a selection tomorrow heard arguments of the! contesting groups at lengthy ses-l sions today. , j Chairman Butler held out for Kansas City, despite a White House statement that President; Coolldge had no choice and be lieved that Butler also actually was neutral.
