with respect to pedestrians
and motor vehicles on the streets
and highways; information which
every motorist and every other
person should have and to which
they should conform.
This installment also quotes the
law regarding vehicles entering a
public highway from a private
road, and the law with respect to
making turns either to the left or
right at intersections laws which
also, are frequently violated
through lack of knowledge of
their provisions.
(b The driver of any vehicle, upon a highway within at
business or residence district shall yield the right of way to a
pedestrian crossing: such highway within any clearly marked
crosswalk or any regular pedestrian crossing included in the
prolongation of the lateral boundary lines of the adjacent
sidewalk at the end of a block, except at intersections where
the movement of traffic is being regulated by traffic officers
or traffic direction devices. Every pedestrian crossing a
highway within a business or residence district at any point
other than a pedestrian crossing, crosswalk or intersection,
shall yield the right of way to vehicles upon the highway.
(c) The driver of a vehicle entering a public highway
from a private road or drive shall yield the right of way to.
all vehicles approaching on such public highway, and shall
come to a full stop before entering such public highway.
8. (a) Except as otherwise provided in this sectijbn, the
driver of a vehicle intending to turn to the right at an inter
section shall approach such intersection in the lane for traffic
nearest to the right-hand side of the highway, and in turning
shall keep as closely as practicable to the right-hand curb or
edge of the highway, and when intending to turn to the left
shall approach such intersection in the lane for traffic to the
right of and nearest to the center line of the highway and in
turning shall pass beyond the center of the intersection, pass
ing as closely as practicable to the right thereof before turn
ing such vehicle to the left.
For the purpose of this section, the center of the inter
section shall mean the meeting point of the medial lines of
the highways intersecting one another.
(b) Local authorities, in their respective jurisdictions,
may modify the foregoing method of turning at intersections
where either intersecting roadway is less than eighty feet in
width and in intersections where streets meet at other than
right angles and in intersections where one street terminates
in another, by clearly indicating by buttons, markers or other
direction signs within the intersection, the course to be fol
lowed by vehicles turning thereat, which buttons, markers or
other signs shall be placed at every intersection of the medial
line of each street with the prolongation of the property lines
of the intersecting street, if possible, otherwise as near the
intersecting point of said lines as may be practical. It shall
be unlawful for any driver to fail to turn in a manner as so
directed when such buttons, markers "or other signs are so
installed.
9. (a) The driver of any vehicle upop a highway before
starting, stopping or turning from a direct line shall first see
that such movement can be made in safety and if any, pedes
trian may be affected by such movement shall give a clearly
audible signal by sounding the horn, and whenever the opera
tion of any other vehicle may be affected by such' movement
shall give a signal as required, in this section plainly visible to
the driver of such other vehicle of the intention to make such
movement.
(b) The signal herein required shall be given either by
'means of the hand and arm in the manner herein specified,
or by a mechanical or electrical signal device, which has been
approved by the secretary of state.
Whenever the signal is given by means of the hand and
arm, the driver shall indicate his intention to start, stop, or
turn by extending the hand and arm horizontally from and
beyond the left side of the vehicle. ' ;
