Such certificates must also state- the name and location of the mill , which' manufactured jthe .product, the name and address of the im porter in Oregon, the amount of the importation, the number and Initials of . the car containing the shipment and the date on which the alfalfa meal was milled, sack ed and .shipped. A copy of the certificate must be mailed at time of shipment to the president of the Oregon State Board of Hor ticulture, Salem, Oregon. Any ap proval' granted by the president of the Oregon State Board of Horti culture to any mill covering the shipmenof alfalfa meal from the mill, as provided above, may be . revoked .by him at any time he is Convinced that such mill is not meeting adequate safeguard meas ures. jrd - .-. , .--- ' Regulation 2. The material known locally in the state of "Utah as "salt grass packing" shall be admitted, into the state of Ore gon, provided that each shipment of salt grass packing is accompan ied "by. an official certificate sign ed by. the crop pest inspector of the state of Utah.' setting forth that" all of the following require ments have - been-complied with, to-wlt: That the material in the shipment , was cut ' between the dates ot October 1 and April 1; 'that the raking, shocking, stack ing and baling or shipping of this material was not allowed until the maximum daily temperature of the ' season had fallen below 60 de grees , Fahrenheit, and that none of the material in the shipment had. been held in the-field from one season to another. All ship ments of salt grass packing from - the state of Utah not accompan ied by certificates as herewith pro rlded for, shall be refused admlt- . tantelnto tbe'state ot Oregon, and the , same shall be immediately sent out of the state or destroyed at the option and expense of the . owner; or owners, hla or their re sponsible agents. , ; ; The- use of auch salt grass as a packing material in shipments of fruits, crockery, and other mater ials shall be permitted, provided It has been cut and removed from the field between .Octpber,, V and April ; 1,, as above specified, and stored in .warehausea remote from alfalfa fields, alfalfa, hay' or other suspected- materials. v ' : Regulation 3. An official cer tificate signed by the" state inspec tion, of fleer of the state. ' Regulation 4. . All nursery and ornamental stock and other plants imported Or brought into the state of Oregon. from the said infested territory must "be packed 'in fresh shavings, " excelsior or other suit able packing (except tule, hay or straw), .and. each shipment must be accompanied by an official cer tificate establishing the fact that each package in the shipment has been fumigated for a period of one hour for alfalfa weevil in an airtight enclosure, subsequent to being boxed, baled or packed for shipment, r with cyanide of potas sium or sodium at the rate of one ounce to each 100 cubic feet of space. All shipments of nursery and ornamental stock and other plants as enumerated in this reg ulation, not accompanied by cer tificates as herewith provided for shall be refused admittance into the state of Oregon, and all such shipments shall be immediately sent out of the state or destroyed at the option and expense of the owner or owners, his or their re sponsible agents. Regulation 5. No shipment of household effects, or emigrant movables, originating in said in fested territory shall be brought into the Btate of Oregon by any common carrier, person or per sons unless such shipment be ac companied by a sworn statement made, in duplicate by the owner or shipper in accordance with the following forms, on blanks which will be furnished to applicants by the inspection officials of the state in which shipments originate, one of such duplicates designated as copy No. 1 to be mailed to the Quarantine Officer, Oregon State Board of Horticulture, Salem, Ore gon, and the other of said dupli cates designated as Copy No. 2 to be delivered to the common car ter agent, with a special certificate appended, to attach to the way bill: ' , State of County of ss, 1 hereby solemnly swear that 1 was present during the prepara tion for shipment of the house hold effects or emigrant movables which this affidavit accompanies; that the goods wern delivered to the at J (Railroad) (Station) on (Month, day, year) constituting (less than) a carload (If carload Write initials and car number here) to be shipped to (Name of consignee) at Destination) via (Give initials of other lines) that no alfalfa seed, nur.crj ilook, veeetbes or fruit is included in the shipment and that no hay, straw or grain is included for packing material or any purpose except as food necessary for live stock in - transit to the Oregon state" line; that the shipment is made. up of the following: Household goods, farm imple ments, tools, harness, farm wag ons, automobile, (draw a line through item not included) stands ot bees, live stock (Specify) feed for animals in transit (Specify kinds and amount of each) and (Specify any Items not included in previous classification) (Shipper or Owner. ) Subscribed and sworn to before me . a j Notary Public in and for the state j or , county or this day of 19. . Regulation 6. Any and all shipments of such machin ery and implements heretofore enumerated in this regulation im ported or brought into the state of Oregon under authority of per mit issued by the president of the Oregon State Board of Horticul ture shall have attached to each shipment a certificate signed by -the official entomologist of the state from which such shipment was made, showing the number of the permit to import and es tablish the fact that all machinery and implements included in the shipment have been cleaned and fumigated with hydrocyanic acid gas before being loaded for ship ment, the date and place of fumi gation, and the amount of cyanide used in the fumigation of the shipment covered by the certifi cate. 'Any and all shipments of machinery andor Implements not accompanied' by a certificate as provided for, in this regulation shall be refused admittance into the state of Oregon, and union the arrival of any such machinery andor implements without a cer tificate as provided for, the same shall be immediately sent out of the state at the expense of the owner, consignee or agent. Regulation 8. Automobiles, au tomobile trailers, trucks and oth er vehicles from the said infested territory arriving in Oregon shall be placed in quarantine . by the president of the- Oregon State Board of Horticulture, his deputy or deputies, or his representative in the distrfct or county into which such vehicle arrives until it has been determined by inspection that the same is free from alfalfa weevil. j Regulation 9. Baggage, emi grant movables, household effects., household implements, camping ffe.s, camping implements, usep farming implements and other field appliances imported or brought into the state of Oregon by other than common carrier transportation from the said in fested territory shall be placed in quarantine by the president of the Oregon State Board of Horticul ture, his deputy or deputies, or his representative in the district or county into which such articles are imported or brought until it has been determined by inspection that the same are free from alfalfa weevil. Regulation 10. Alfalfa seed will be admitted into the state of Oregon from the said infested ter ritory only when contained in hags or containers which have not been previously used in the car rying of alfalfa products other than recleaned alfala seed. Now, therefore, 1, Chas. A. Board of Horticulture that a plant disease injurious to the chestnut, the chestnut bark dis ease (Endothia parasitica), not known to occur in the state of Oregon, exists in several of the states of the United States, and that all varieties and species ot tbe chestnut and chinquapin trees (Castauea sp. and Castanop jsis sp. ) are liable to be carriers of this disease. Now, therefore; I, Chas. A. Park. President of the Oregon State Board of Horticulture, un der the authority conferred by section 1 of chapter 354 of the General Laws of Oregon of 1927 and section 4 of chapter 342 of the General Laws of Oregon of 1915 consider it necessary, in or der to prevent the introduction of the chestnut bark disease (En dothia parasitica) into the state of Oregon, do hereby establish a quarantine at the boundries ot the state of Oregon against all varie ties and species of chestnut and chinquapin trees (Castanea sp. and Castanopsis sp.) or parts thereof, ; from any and all states and districts east of and including the states of Mont ana, Wyoming, Colorado and New Mexico, and from and after the publication of this order in three newspapers published within the state of Oregon it shall be unlaw ful for any person, firm or cor poration to carry or transport any tree, plant, fraft, cutting or scion of any and a 11. species or varieties of the chestnut or chinquapin (Castanea sp. or Castanopsis sp.) into the state of Oregon from any and all states and districts of the United States east of and includ ing the states of Montana. Wyom ing, Colorado and New Mexico. QUARANTINE ORDER NO. 13 Pertaining to the Potato Tuber Moth and the Root-knot Nematode The fact has been determined by tbe President of the Oregon State Board of Horticulture that an insect pest, the potato tuber moth (Pythorimoea operculella, Zell.) and the root-knot nematode (Heterodera radicola), both In jurious to the common potato, and not prevalent in the state of Ore gon exists in and are wide spread in the states of California, Texas and Florida, hereinafter designat ed as infested territory, and that all common potatoes are liable to be carriers of said pests. Now. therefore, 1, Chas. A. Each shipment of common potatoes from said infested terri tory into the state of Oregon must be' accompanied by a certificate of inspection signed by the proper state inspector at tbe point of ori gin, certifying that he has inspect ed the field where said potatoes were grown and found it to be free from potato .tuber moth and root-knot nematode, and that he has inspected the same, potatoes at the point of shipment and found them free from potato tu ber moth and root-knot nematode in any stage of development. Such certificate must be signed in writ ing and shall specify the locality where said potatoes were grown, the dates of the respective inspec tions, and the number of sacks or boxes or other containers included in said shipment. 2. Any person, firm or corpor ation who shall bring or cause to be brought into the state of Ore gon potatoes which are grown in the said infested territory shall hold said shipment at one of the inspection points hereinafter des ignated and shall notify an in spector of the Oregon State Board of Horticulture ot the arrival of such shipment and hold same at the wharf, dock, railroad yard, freight depot, express company depot, or the office of the com mon carrier bringing such ship ment into the state until said po tatoes are inspected and released by an inspector of the Oregon State Board of Horticulture. 3. If, upon inspection, any of the potatoes in any shipment are found to be infested with potato tuber moth or root-knot nematode in any stage of development, the person, firm or corporation which brought said shipment into the state from said infested territory shall take said shipment out of the state within tour days from date of inspection, provided, that if tbe infestation shall be of such condi tion that the inspector believes there would be danger of. said pests escaping from the shipment in course of transit through the state, the person, firm or corpora tion bringing the shipment into the state will be required to de stroy the' shipment including the containers, in such manner as is satisfactory to the inspecting of ficer. . . .' 4. The .following points are designated as the points at which potatoes from said infested terri tory .must be held for inspection and release by an inspector of the bre"gon State Board of Horticul ture: Astoria, Salem,' Eugene, Portland, Roseburg. Injurious to garden and field crops, and not now widely dis tributed in the ; state " of Ore iron, exists in and is wide spread in the state of California, and that such crops as carrots, beets. radshes, turnips, parsnips, salsify, celery, lettuce, asparagus and sweet potatoes are liable to be carriers of this pest. AH shipments, of such crops as carrots, beets, radishes, turnips, parsnips, salsify, celery, lettuce, asparagus or sweet pota toes coming into the state of Ore gon from the state of California must be accompanied by a certifi cate of inspection, signed by a proper inspecting official of the Department of Agriculture of Cal ifornia, certifying that all of the vegetables in said shipment were grown in and shipped from fields free from the root-knot nematode. 2. All shiDments of such crops as carrots, beets, radishes, turnips, parsnips, - salsify, celery, lettuce. asparagus or sweet potatoes com ing Into the state of Oregon from the 6tate of.. California not carry ing such certificate, or if upon in spection are found to be infested with root-knot nematode, will be immediately sent out of tho state or destroyed, at the option and expense of the owner or owners, his or their responsible agent or agents. 3. Any person, firm or corpor ation bringing or causing to be brought into the state of Oregon any shipment of carrots, beets, radishes, turnips, parsnips, salsify, celery, lettuce, asparagus or sweet potatoes from the state of Califor nia shall notify an inspector of the State Board of Horticulture of the arrival of such shipment and hold same at the wharf, dock, railroad yard or office of the com mon carrier until released by an Inspector of the State Board of Horticulture.
