THE OREGON STATESMAN, SALEM, OREGON SUNDAY MORNING, JUNE 19, 1S27 ss 3. Quarantine Orders Issued by the Oregon State Board of Horticulture QUARANTINE ORDER . 1 Pertaining to Alfalfa Weevil in Oregon. (With Regulations) The fact has be-n determined by the President of the Oregon State Board of Horticulture that an insect pest injurious to alfalfa and other forage crops, known as 3ifalfa weevil (Phytoiiomus pos ticus. Gyll), new to and riot here tofore prnvalnt or widely distrib uted within the state of Oregon, ""A exists in the counties of Malheur, XBaker and Union, state of Oregon, irmd that alfalfa hay, and other 'day and cereal straw, alfalfa meal, alfalfa seed, baggage, emigrant movables, household effects, household Implements, camping effects, camping implements, live stock, potatoes, nursery stock, used alfalfa milling machinery, aud all machinery. Implements, hags, and other containers, that have b-en used in the milling, baling, harvesting or threshing of alfalfa, railroad cars, automobiles, automobile trailers, trucks and other vehicles are liable to be car riers of .said alfalfa weevil. Xow. therefore, I, Chas. A. Park. President of the Oregon Mate Board of Horticulture, under the authority conferred by section 2 of chapter 246, of the General Laws of Oregon of 1 1 3, and sec tion 4 of chapter 342, of the Gen eial Laws of Oregon of 1915. con sider it necessary, in order to fur ther prevent the spread of the al falfa weevil (Phytouomus posti cus within the state of Oregon, do hereby quarantine the counties of Malheur, Baker and Union, state of Oregon, and from and af ter the publication of this order iu three newspapers published within the state of Oregon, it shall be unlawful for any person.-firm or corporation to carry or trans port alfalfa hay. and any other hay and cereal straw, alfalfa meal, alfalfa seed, baggage, emigrant movables, household effects, household implements, camping effects, camping implements, live stock, potatoes, nursery stock, used alfalfa milling machinery, and all machinery, implements, bags, and other -containers, that have been used in the milling, haling, harvesting or threshing of alfalfa, railroad cars, automobiles, automobile trailers, trucks and other vehicles from said infested territory except as hereinafter provided. Regulation 1. Alfalfa hay and other hay and cereal straws and alfalfa meal, except as hereinafter provided, that has been grown, manufactured or stored in the said infested territory is hereby prohibited from moving from said infested territory into any other section of the state of Oregon for any purpose whatsoever, and up on the arrival of any such hay or straw or meal as quarantined against in this order, the same shall be immediately returned to point of origin or destroyed at the option and expense of the owner or owners, his or their responsible agent or agents. Regulation 2. Alfalfa meal or t -nixed meal which contains alfalfa meal will be admitted into other sections of the state of Oregon from said infested territory from mills which, are approved in writ ing by the president of the Oregon state Board of Horticulture as be ing so constructed and operated as to conform to adequate safe guard requirements for the pre veution of alfalfa weevil infesta tion or contamination of the al falfa meal, provided that all such audita meal is sacked and ship- pea immediately after it is mill ed, such milling, sacking, and ship ping to be done during the period November 1 to March 31: nrovid ed further, that such alfalfa meal is shipped in new or reclaimed burlap bags and loaded in tight rjiiroatl cars which are free from alfalfa hay, other hay and cereal straw and which has not been used in carrying alfalfa hay to 'lie mill, and nrovided further 'hat each shipment of alfalfa meal as above is accompanied by a cer tificate signed by an inspector of uregon State Board of Horti Milture, establishing the fact that all of the alfalfa meal in the ship- nt-ni nas neen milled, sacked and shipped in accordance with the doove requirements. (Signature) Upon arrival at any common carrier station of any shipment of the articles enumerated in this regulation such shipment shall be held intact until the President of the Oregon State Board of Horti culture, his deputy or deputies, or his representative in the district or county in which such shipment is received, has been notified and, a certificate of release has been issued. Regulation 6. It shall be the duty of all common carriers to clean and free from alfalfa hay and other hay and cereal straw, all oars that have been used for the transportation of live stock, or al falfa hay and other hay and cereal straw in or through any part of the infested territory before the same enter other sections of the state of Oregon. Regulation 7. QUARANTINE ORDER NO. 2 Pertaining to the Strawberry Root Weevil The fact has been determined by the President of the Oregon State Board of Horticulture that an insect pest injurious to the strawberry, the strawberry root weevils (Otiorhynchus ovatus, O. rugifrons, O. sutcatus), not here tofore widely distributed through out the state of Oregon, ejsts over an indeterminable area of Oregon, and that all strawberry plants are liable to be carriers of said pest. Now, therefore, I, Chas. A. Park, President of the Oregon State Board of 'Horticulture, under the authority conferred by section .2 of chapter 246 of the General Laws of Oregon of 1913 and sec tion 4 of chapter 342 of the Gen eral Laws ot Oregon of 1915, do hereby p'rohfbif the sale, barter, transfer or distribution of straw berry plants for the purpose of propagation or planting within the state of Oregon, except as hereinafter provided. 1. Any person, firm or corpor ation growing strawberry plants for 'sale for propagation or plant ing in Oregon shall, not less than six weeks previous to the time planned for the removal of the plants intended for sale, make ap plication in writing to the horti cultural commissioner of his dis trict for the inspection of the held, giving such facts regarding location and acreage as shall be stipulated by the president of the Oregon State Board of Horticul ture. 2. Lane, Linn, Benton, Polk, Marion, Yamhill, Clackamas, Multnomah; Washing ton, Columbia and Union, state of Oregon,' hereinafter designated as infested territory and that all fresh fruit of the cherry and box es that have contained the- fresh fruit of the cherry are liable to be carriers ot said pest; ' -Now, therefore, I, Chas. Regulation 1. Definitions (a) Currant and gooseberry 'plants: Plants, cuttings, or scions belong ing io the genera Ribes L. and Grossularia (Tourn) Mill., includ ing cultivated or wild or ornamen tal sorts. (b) Cultivated red and white currant plains: Plants-, cuttings or scions of the gardpn varieties of currants derived from Ribes vul- gare Lamarck, R. rubrum L., R. petraeum Wiilf., and R. sativum Syrne and their hybrids. (e) Cultivated gooseberry p!ants: Garden varieties of goose berries derived from the American or European species and their hy brids.
