(AF) Immediate creation of a
private corporation to manufac
ture medicinal whisky and to take
over all existing supplies of this
liquor will be asked of congress
by General Lincoln C. Andrews; in
charge of prohibition enforcement.'
He said today it was imperative
that the corporation immediately,
set about the distilling of whisk
lest the present supply of about
15,000,000 gallons be exhausted
at the end of five years which
time he estimated will be neces
sary for the new stock to age..
Criticizing the present system
of private-ownership and distri
bution of whisky. Andrews pro
posed that the corporation be un
der government supervision and
that it buy all liquor stock now on
hand and assume full responsibil
ity for future distribution of med
icinal whisky.
Secretary Mellon who joined
President Coolidge in vetoing a
previous proposal that the govern
ment take over the supplies of

The best practical solution to
remedy alf these conditions seems
to be that congress shall by en
actment set up a private corpora
tion which will be In fact a ben
'eflcial monopoly in that it will
purchase and own all the medicin
al, spirits lathe, country- and be
the ole souf ce of supply of new
whiskey for medicinal spirits.
"This corporation would pro
vide manufacture for replenish
ment and, under governmental
regulation-, distribute medicinal
spirits direct to the retail drug
gist by American Railway Express.
This corporation would buy. for
immediate delivery in bottles,
labeled, sealed and cased, all the
private owned stocks, and six or
eieht distillery warehouses suit
ably located for efficient distri
bution." Methods of financing have not
been worked out by Andrews but
he does not propose government
financial support. He suggests,
however, that the government
name the first board of directors
of the corporation to be composed
of "outstanding citizens whose ex
perience will assure proper man
agement, wholesale druggist,
banker, physician, life insurance
executives, etc."
The purchase price to be paid
by the corporation for the out
standing liquor, and the sales
price to the purchaser at the drug
store, would be based on prevail
ing prices during the six months
immediately preceding November
1 of this year.
Andrews said it was necessary
that congress enact the proposed
bill at the approaching short ses
sion "purely as a matter of ad
ministration efficiency and with
out regard to the merits of the
prohibition law," because of the
fastly diminishing supplies and be
cause exisitlng law "makes It Im
possible for us to control distri
bution in such a way as to pre
vent diversion of medicinal whis
ky to beverage uses."
Andrews 'estimated his plan, if
approved, would save the govern
ment about $1,000,000 annua:
in the administration of the pro
hibition law by relieving it of the
responsibility of stopping diver
sion of present medicinal supplies
to illegal channels.
