pleased to testify to the wonderful perfection of the monu
ment' which the people of Maridn county, under the sponsor

Man people think of the war as being over. They think
of the men who went to the hospitals of the country as being
either cured or dead by this
' - But it is not so. The number is still on the increase.
The peak load has not come ; the crest of the wave of misery
has not yet passed. In February of this year a writer in the
Saturday Evening Post gave the number then uvthe govern
v merit hospitals of the United States as over 23,000; arid over
4250 in state and civil hospitals; Many of the j most pitiful
cases are left, and are coming in greater numbers than here
tofore. They4 are the4 men who cannot adjust themselves or

of the1 Washington confer
ence commitments regarding Chi
na, in the light of present, condi
tions in that country and the con
tinuing: efforts of the Washington
administration to gixe effect to
those commitments through inau
guration of the custom .commis
sion and the extra territorial in
quiry, throws into sharp- relief the
broad basis worked out here in
1921 upon .which to fount) a per
manent solution of the Chinese
problem fo rail signatory, or: ad
hering powers. .. -
The Washington policy turns
on the effort to convince other
governments that recent distur
bances In China are merely sym
tomatlc of, the acme generally un
satisfactory . . relationsaips -with
that country which the Washing
ton conference recognized and
proposed to remedy.:
It is held here that the Shang
hai-Canton and similar! incidents
only serve to Impress upon offi
cials the desirability of getting
the Washington conference ma
chinery to work as soon as possi
ble to assist China in the estab
lishment of a strong central gov-
ernment to which' foreign nation
als could look with assurance of
protection.
Recent developments have indi
cated there is substantial agree
ment to set up with little delay
the custom commission, provided
for by the nine-power treaty. The
American proposal to inaugurate
simultaneously the extra territori
al inquiry commission still awaits
a definite answer from any of the
twelve powers to which it has
been communicated. I"
