The state's attorney ' held, how
ever, that Germany and especially
Potsdam have every reason to en
courage the traveling public, and
that overcharges like these were
calculated to make people shun
Potsdam, thereby ruining Its tour
ist business. -
.The higher court agreed with
the state's attorney, reversed the
decision, and assessed a' fine of 20
marks.

that, if the league was formed to
help struggling nations, there was
