National Commander Frank J.
Irwin sounded the keynote of the
convention in his annual report
today when he expressed himself
as partially satisfied with the past
year's results, largely through the
compilation of a new schedule of
compensation ratings whereby
both the pre-war vocation of the
veteran aud his present disability
are considered in arriving at his
compensation degiee. However,
he urged the veterans to make a
stand against the proposed merg

department, of education and relief.
