OREGON'S
In 1863 President Lincoln made an executive jorder trans
ferring Sand Island located near the mouth of tpe Columbia
river, to the national gdvernment as a navaJT-reserve for
military purposes. r j jj i -
The United States general In command in 1864 stated
in a letter to the governor of Oregon that this islind was tide
land and urged the state to cede it to the government for
military use. The legislature follo-ving this date acting upon
the request granted the cession, it is shown, in the faith that
the government would use the island for military purposes.
But there is an omission in the wording of the legisla
tive act. The three words "for military purposes" are left
out of the act. That they were explicitly implied there is no
doubt since they were contained in the o.orrespofidence of the
commanding general.
The national government did nothing witi the island
until twenty years ago and then began hosing the fishing
rights off its shores. And, during this period ai' time Uncle
Samuel has received over $500,000 income iron? this source.
But the state of Oregon recently became convinced that
"this great source of income is still hers; thatsne has never
relinquished her claim to it except for a definite purpose
which has never been developed; and that it isf her duty to
make use of it as a source of income. ' i

threatening the very gates of aris; when their airplanes
were hovering over London; iandwhen the allie0 forces were
in despair. And the United States required u bonus, no
ironbound security. She trusted to the spirit if justice and
sent, in addition to her loansi thousands of he able bodied,
clear visioned, courageous young men to do or die for the
Allies' safety and success. It cost this nation billions in
money, thousands of her young men arid saddled upon us a
war debt that will require a generation or more cf time to pay.
, What did the United States obtain to of feet her loss?
She received no territory; no moneybut from those nations
which now hesitate to arrange for liquidation f their debts

I have seen fMrs. - Durkee . In
times of stress and bare always
known her to come through with
colors flying, but never have I
admired my little friend more
than when she faced Dr. Foxham
and quietly asked him if he advis
ed an operation for the growth
whose signs he had found beneath
her arm.
AM the nervousness, the almost
hysteria, which had been hers be
fore the physician's examination
had vanished. It was as if an
heroic soldier, visualizing to the
full what awaited him, and sum
moned all his fortitude to advance
into battle as befitted 'a man. But
though a gallant little figure, she
