Under the present : system of
building operation in this city, a
man can build a stable 'and keep
a cow, or a team of horses, next
to the state house,' or adjoining
the famous cItIc center of Marion
county, according to the discussion
Of local' cltlsens.'concernlng the
zoning; problems of Salem. '
At present there are barns and
old sheds that are a menace to the
health of the citizens within three
blocks of the capitol, and T there
is not a law or ordinance which,
would ', prevent anyone from put
ting a stable next to any of the
civic centers, it was declared;
The old sheds and barns that
are close to the state buildings are
a source of flies that contaminate
food stuffs, and in this way are
health destroyers. . j 'r
Greater interest Is being shown
the question here sinee the opin
ion delivered by Judge Morrow of
Portland who declared the toning
ordinance of .Portland Invalid.
Just, what etep's will be taken to
secure another judgment , on the
question is not shown.
Residents are alive to the ne
cessity, however, of Salem secur
ing an ordinance regulating build
ing operations.- At present there
are many industrial buildings go
ing up in the residence district,
which should be relegated to the
proper industrial center of the
city. Within a few years the prob
lem will be serioue, while now is
the time to take precautionary
measures, it is declared. :

; The modern trend for walls leans
toward paint because of the numer

Red Cross Nurse Makes

UN ALASKA, Alaska. News dis
patches .referring to Miss Emily
Morgan, the Red Cross nurse, as
the heroine of the Nome diphthe

mote Unalaska. -But the people of
this community are not surprised,
for they recall her work. . here,
where, as in 'Nome, she was the
line nurse working with the only
docter within hundreds of miles.
For 18 months Miss. Morgan
braved the blizzards of these Aleu
tian islands to bring gladness into
the dingy ' homes of the natives.
Her skill and : her smile - alwayB
were at the command of the peo
ple, who found her unfailing in
times of illness and distress. '
Ohe5 of her added duties here
was that of matron in , the Jesse
Lee Home, manitalned-. by the
Methodist Women's; Missionary
society for destitute wails. Alice
Devlin, one Aleutian tot brought
here, had an almost incredible his
tory. While living in a hole in the
ground with a sod roof, she saw
her mother devoured by starving
Lusky dogs. She was brought4 to
the home with a scar on her sunk
en cheeks made by tho dogs. Miss
?Iorgan nursed her hack to health.

Morgan had a, heroic record aa. a

that even if their films went in

a success abroad.
America was the market they
