For years past this department of the state government has
been a hotbed Of political highbinding-and "economic extrava
gance.
Interests assuming to themselves special dispensation to
direct the fishing industry of the state for their own. special
financial benefit have for years maintained shrewd lobbyists
at every legislative session to. put through their program.
Fish committees' have usually been obviously subservient to
the will of the cannery interests the public "go hang.". The
legislature of 1023 appropriated from the state treasury the
enormous sum of $221,000 for use of the commission and
during a few years previous to that date had appropriated
several .hundred thousand dollars for the same purpose
artificial propagation of fish. In 1923, the state's lawmakers
appropriated only $35,000 Jdr use "of the commission - with
the ultimatum that this,' one of the state's great industries,
should be placed where it belongs on a self -supporting basis.
The last .legislature appropriated no inoney for nse of
the commission but frOm licenses and from . poundage and
other fees the commission's income during -the present bien-
num is estimated at $387,000.

our satisfaction.: We can have them for a price.

much the same. Earnings and costs individual and govern
ment bear generally a well-balanced relationship. -
