timber and deforested lands would
be removed from the control of
the county by a contract between
the land owner and the Btate for

Under the provisions of the bill
the board of forestry would have
the power of valueing lands for
assessment purposes. The board
would consist of seven members,
five of whom would be appointed
by five different private organiza
tions, the governor acting head
of the school of forestry at the
Oregon Agricultural college. The
state forester would have the
right to enter into contracts for
a period of 60 years, though these
could not be made until after
the 1927 legislature met.
