Garland Gives Account
Of His Activities
ALBANY, Feb. 28. "Governor
Pierce caused the threatened im
passe between himself and the
legislature because he listened to
poor advice and fired the members
of the Port of Fort-and commis
sion," according to S.nator Sam
Garland of Linn county, who re
turned from Salem today and vis
ited friends in Albany as he was
on his. way to-hU home in Leba
non. . . . -
: "As -a result, open charges were
made on the floor of the senate
and, I understand, in 'the house
too, - that the legislature would
put the governor In. the hole by
takins away rrom him the appoint
ment'of the members of the fish
and game' commission, the state
market agent and the warden of
the penitentiary.
"This situation delayed legisla
tion for a week, bills being, held
back. Members of the legislature
used the governor's tactical error
as a pretext for opposing hix pro
gram and introduced a bill putting
the appointment of the Port of
Portland commission in the legis
lature. I spoke against the bill,
but it passed, and then I advised
the governor that he could regain
his prestige by signing it. . But
again he listened, 1 think, to poor
advice; he vetoed it and then the
legislature' passed the measure
over his head. The governor now
sees his mistake.
"By hard work, a band of from
10 to 13 senators organized to de
fend the 'governor. It held secret
meetings and .succeeded in retain
ing for the governor all his prero
gatives except the appointment o!
the port commission, which, I be
lieve, belonges with the people of
Portland. ; -
"When Gu Moser, president of
the senate, learned that the sen
ate's fight against the governor
was blocked, he invited a half
4oze- of us into the president's
chambers to avert the failure of
the governor's' program. Governor
Pierce was" asked into the meeting
end an agreement was reached."

ly of Mr. Moser's statesmanshii
in preventing a fight against thi
governor from hurting the state',

languages and the other in science,
have applied to the faculty com
mittee on foreign scholarships for
recommendation for fellowships
offered by the American-Scandi
navian Foundation. The commit
tee will examine the candidate
orally this week and recommend
one to the foundation. The name,
of the candidates will be withheld
until after the examination.
A number of scholarships of
$1000 each for graduate study in
the Scandinavian coantries . of
Sweden, Denmark and Norway are
offered . by the foundation to
American collegians. The final
selection of the fellows, following
the submission of recommenda
tions, will be made by a jury of
university professors and technic l
