Protecting the public health is
a subject which comes, before
every legislature Our. present
legislative session is no exception
to the rule and I wish to express
my ideas along this line before
these various ' measures take form
and create' an acrimonious dis
cussion. I
It is the duty of the legislature
to , protect the public health by
such laws as experience has de
monstrated are necessary and
made to protect the public health
instead of protecting one class of
healers from competition . with
others just as efficient but dif
fering in methods of. practice.

villages of considerable size
throughout the Pacific Northwest
in which no resident physician of
any school resides, - or is to be
found. These people rallly need
the services of a skilled specialist.
Their ailments are almos wholly of
such a nature that the services of
general practitioner cares for
their needs. Such a practitioner
will be able to advise his patients
when to seek the services of " a
specialist. ;
' Laws which place around the
practice of the healing arts such
radical restrictions and difficult
requirements as to constitute a
barrier to- the -profession so- high
as to exclude all but the sons of
very rich. menv invariably defeat
their own ; ends. . Designed, , ' as
they are supposed to .be, to'uro
tect the pubHc- against incompe
tent and . ignorant fakirs. result
in the'multlpHcation of cheap
schools of, all sorts of freak names
