POWER TAKEN FROM

of you senators; it was addressed
to the gallery. And it - was ad
dressed to the gallery for the pur?,
pose of poisor.ing'the minds of the
people, and to make them believe
that corruption and scandal are
mixed up in this body. It was en

- Election Brought Up ,
During the course of his speech;
President Moser made the remark
that it was a sad. state of affairs
when a senator " who was elected
by only 169 j votes" could hold up
the proceedings to such an extent.
Senaton Joseph Interrupted, "Mr.
President, I j would like to ask
Senator Moser how many votes I

'that they be; replaced. "The pow
er to replace the commissioners
does not really belong to the; gov
ernor." Senator Moser stated.
"But it was; placed there, and the
fallacy is now evident. The board
has made a record for efficiency
and trustworthiness, and there Is
no
reason i on earth , why they
should be removed." ;
The senators voting against the
passage of the measure were Jos

bers of the senate stated, in ex
plaining their vote, that they were
not In favor of the bill as it h
drawn up, but were.of the opinion
that ; the Multnomah delegation
knew what they wanted. j
