be reconstructed. It would be ' far bet
ter. to abolish the commission than to let
it continue .in its present form. I trust
that no appropriation will be made for

' Two years ago I asked the Ways and
Jteanx Committee to 'appropriate, -for -the
use of the penitentiary, the identical sum
ot money, 4!2O,O40, -riven that institu
tion under the former administration, bnt
with . th-stipulation that the Governor
have the rirbt to use S100.0OO of the
appropriation to establisn industries 1 for
the inmates of the penitentiary. 1 sta
ted 'my belief that tbe maintenance cost
could he keot within the nam of S320.0OO
for the biennium. I am happy to tell
von that have- maintained tne. peni
tentiary on this amount, having reduced
the monthly per capita cost from $39 to
$28, and "with n smalt balance left from
the appropriation--of $S20,000. t-
t "With, tha $100,000 entrusted to' me,
there was constructed, with, the aid of
prisoners," a' fire-proof, concrete ware
house, , 70x200- feet, at a cost of $26.0oO.
The construction of such a building ord
inarily would, bare cost $65,000. With
prison, helpers there was also constructed
a modern hydro-electric power plant, de
veloping 231. horsepower, within the peni
tentiary' grounds, by using the power from
a small stream that for -years has run
throueh tha senitextiarr enclosure. This is
permanent, addition to the state's pro
nertT. and wilr sar Oregoa 6.000 an
nually. The electric ' power plant "itself
to worth to tho stato the entire f 100,000 I
which u entrusted to bit care.
: Aiachiaerr has beea purchased for re
ducing the flax straw to fiber. We have
constructed concrete ret tine, tanks, mach
inery for making flaxseed oil. for e ditch
ing tbe retted straw and for makinjc fiber
therefrom..-. The cost of thia machinery
baa afgrerated. $30,000. , It ia all operat
ed by tbe prison electric power plant. -
At -the present time mere is on. nana,
about S100.0OO worth of flax atraw, flax
meal flaxseed, fiber and -tow for nphol-
ateria-. 1 feel secure in saytiLg that l return
at least $200,000 to the ststa ia property.
Oa SeDtember 17. 1923. we suffered a
disastrous fire,, which swept 'out all tha
Be&itentiary ahops and catued a loss oi
at lesst $150,000. The revolving fand

amount should be- replaced in thst fund
at this time. I secured froua the Attor
aey General an opinion which allowed me
to earry $40,000 insuraa' on th flax,
