The cost of construc tion" is pro-rated among the sev eral properties In accordance "with area, character of land, depend ence" upon improved drainage, and each holding is viewed with spe cial reference to benefits to Te ex pected. A tract or lot whichthe appraisers discover will not be de pendent on improved drainage for use and value, will not be assessed for any part of the costs. It is known that there are orders in the mail., and by virtue of drainage will be as sessed accordingly, and doubtless there will be all graduation be tween the two extremes. : r I It Is clearly impracticable in describing; the boundaries of a drainage district to define all"16 of exact demarkation between lands of different character, and all drainage laws provide for a classification In the process of as sessments. . f : "I .wish to emphasize the fact that in all drainage laws It Is con templated that the commission as sessing benefits shall be composed of men familiar with their duties, Including a knowledge of Jand values and the results qf drainage construction, and they shall ap portion the cost of improvements equitably, and as a rule this result has been accomplished. ! Found on any farm; but seen on only one farm. i But what's the use. If you read the book you will see. If you buy a copy you will want to pass it on. But you will first want . to read It. I Then perhaps you will keep it and buy another copy to hand on. The book is yet in type, and a second edition may be . printed; and still others. Par rish junior high school Is some what, better than it was first an ticipated. An examination of the students for. diphtheria carriers disclosed that four students and one teacher were carriers of the disease. The alleged , "unsound minds' of a mother and father nearly half a century ago came down through the years to the aid of a son. Nor man Selby, also known as "Kid McCoy," ex-pugilist, charged with the murder of Mrs. Theresa W. Mors, in court here late today ; The final bits of circumstantial evidence, to reach the court before the defense closed its case were in the form of depositions from aged residents of Milroy and Cen tral Indiana, the boyhood homes of the accused man and the resi dences of the Selby family. The deposition of . Lee Hume, Milroy, Ind., declared the mother and father, Mary E. and Frank Selby to have been of "unsound minds," during the years he knew them. ' Generally accepted as paving the way for a 'temporary insan ity" plea on Monday, when argu ments began, the defense in Intro ducing depositions said, it sought to show "the probable mental con dition jof McCoy at the time of the 'alleged crime.
