ALASKAN INDIAN PUPILS AT CHEI.IAWA
For .over forty years native Indian, pupils of Alaska have
attended the Salem TJnited States Indian Training school ' ,
And " during the eight : years ending- - June 30th : Jast 8J21
Indian pupils from that territory have been enrolled there.
Now the committee .on appropriations: of the lower house
of Congress has decided-that no provisions be made in the
current appropriation bill for Indian children from Alaska at
the -Salem school, which is'located at Chemawa, just, outside of
the northern suburbs of tlijis city ; but that to meet the situation
in Alaska fpr better education funds be provided for three in
dustrial schools for Alaskan children, to be erected! and main
tained in that territory. r ! i
It is learned that among the arguments advanced against
the further admission of the Alaskan children -Tto-the Salepm
; school is that the change of climate causes them to become
tubercular, and that they have been sent to Lapwai sanitarium
. in Idaho in large numbers j '
But only sixteen of the whole .821 have been sent tothat
institution with -incipient and glandular tuberculosis So that
argument falls down; it is based on falsehood. . ' : '
The coast climate of Alaska is almost identical with ours;
and nearly all the pupils come from .that part of Alaska. In the
respeet inentionedi the Alaskan pupils at the Salem school have
a; better record than those from other sections." . - . ?
v They say also that the Alaskan graduates returning home
do not adapt themselves to their environment
And it is to be hoped that, they do not. . The white people
of Alaska maintain the " Jim Crow" attitude .towards the
Indians of . ithat territory. They iold them in an attitude of
servility! These pupils here are capable ; -unusually apt in learn
ing and taking on the ideas of civilization and morality. . .It is
a credit to them that they dp not readily adapt themselves to
the Idw.caste, ideals .of, their former environments! . :
It will be a blot xnpon the United States' government if the
Alaskan children shall be denied the right they have so long
enjoyed of coming to the Salem school. Ay :'y ;- .
If ;the people of, the United States as a whole could be
brought to fuUy nnderstand, the situation that is involved in the
attempt of the House appropriations committee, -there would
be a protest sent up that would make the very welkin ring.
Every man and woman in Salem ought to write a "letter or

pupils from Alaska are to be refused admission after the first
of January; , and the first of January is nearly here.

It is surprising that the Portland city cohnefl should have been
compelled to exact a pledge from contractors employed In city ;work
to the effect that ex-service men would Ae given, preference for em

Such actipn should never haye been necessary. The ex-service men
should have been given preference without question. They are the
men .who rallied to the colors when the country was endangered.
Ihey are the ones who fought the nation's fight. And they are the
ones who are entitled to the nation's gratitude. That gratitude should
be expressed by- affording them the opportunity to earn" an honest
living tor themselves1 and their families. - v -
It is easy to Xorget. The war was over six years ago.i The nation
Is no longer threatened. The war spirit has passed and those days
of sacrifice and strain are history. But those who gave most to the
common cause are still here. Many of them are themselves .now in
straitened circumstances. It would be a crime If Portland and Oregon
were to do less than give them preference when work la to be
done and, they are seeking the opportunity to work. T

resident of . Oregon. One . thing
stands but above! all 'else in this
address and that Is we are
doing so much more. top he peo
ple in the way of government than
formerly, f Mr. Kozer outlined how
little was done for the. people 25
years ago' and how much is done
now.. Few people realize and ap
preciate that It takes' money for
every new move.
So- far as criticizing these new
functions of government, we be
lieve that the government Is being
extended properly. The govern
ment Is ; an agent for the people
and when it operates it operates
for all the people. All the people
need more things done by the gov
ernmentlegitimate things along
the line of advancement. All the
people will reap : rewards from
this. Of course we have too many
boards, but that is not under dis
cussion now. -What we are trying
to getat Is that Oregon Is getting
three or four times' as much ser
vice now as it had a quarter of a
century ago. , The people are de
manding this government. , They
are demanding all these things.
They jgrew up gradually and will
probably continue to grow.
One - great increase Is ,onf In
creased taxes through which there
has been more government sup
plied by the people or rather more
things done by the- government
for tha . people. ' As a matter of
fact mighty little was done for the
people 23 years ago. It is only in

the last few years that we have
learned that the government Is an
agency which Is transacting a lot
of the business of all the people
and doing It fairly with equitable
distribution of the cost
One can :not read this article
by Mr. Kozer without feeling pride
in the state of Oregon. The gov
ernment is really functioning for
the people. It is helping them. It

stood that Oregon is really a great
state. It was formerly the terri
tory between Washington and Cal
ifornia. Now it is oho of .the three
great states of the Pad f ic slope,
and It does not yet appear what it'
will be, but we know It will be as
great-as any of the three, if not
the greatst.
