tablishment of a free nation-wide
public employment service, to be
maintained by the states in co
operation j with the federal and
local governments, for, the benefit
of men, women, and juniors in all
walks of life, is recommended by
the Russell Sage Foundation in a
000-page Report on employment
methods, needs and agencies "which
was made public here today as the
result of a five-year study which
took the Foundation's investigat
ors into more than 7Q cities of the
United States and Canada. , . .
The full report is being" sub
mitted to President Coolidge and
to' the . governors or the states.
The outstanding facts in the Foun
dation's findings and its recom
mendations will be brought to the
attention also of municipal and
county officials, employers' asso
ciations, labor organizations, civic
and social agencies, and the ex
ecutives pi other, organizations
concerned; with the general prob
lems of employment or unemploy
ment. ;

Mrs. Paillefer
J. J. Tallman, Salem music
dealer was bound over to 'the
grand jury l and released under
$50 bail Monday by Justice of the
Peace Kuntz. Tallman is accused
of assault and battery by Mrs.
Florence Paillefer, who declares
he hugged and kissed her against
her will, all of which Tallman de
nies. The stories, as told by the com
plaining witness and the defend
ant in the justice court yesterday
agree in part. They agree that
Mrs. ' Paillefer had bought from
Tallman a musical instrument for
which she was to pay by the
month and that Tallman called at
the Paillefer home to collect for
the instrument. He was informed
here that the complaining .witness
could not pay the September in
stallment, but would pay both the
September and the October In
stallments together.
, Tallman states that ; when the
woman made ' this ' statement he
said he would have to take the
machine. The woman, he said.

strument. Tallman then left the
house and returned to his place
of business, he said.
The woman says , she told Tail-

ative to the accomplishments of
the class since Its organization and
as to what it is doing at the pres
ent time.
The class maintains a service
department wherein it tries to as
sist itsi; members,' many of whom
are students in the Willamette uni
versity,! - At the present time there
are ten young women and three
youiig 'men, students at Willam
ette,; who have steady employment
whose combined remuneration will
exceed! 1350 per: month. There
are several doing part time jdbs
which increases the monthly in
come to these students to over
$4 00 per month. These students
would hot ben able to attend the
university without this help, f
Several who are not now stud
ents ate occupying ( positions se
cured through the service depart
ment and are receiving excellent
salaries. No account has been
kept of this and there are some
students who may be holding po
sitions from previous years which
have hot been reported.
The real work", however, of the
class seems to have been among
Its membership because close to
40 young people have signed up
for life service and over 100 have
signed "up for part time life service
In religious work. Although the
class Is made ' up principally of
Christian young people, each year
the spiritual'' life has been deep
ened by the conversions which
