common council or tiie city ot Sa
lem, Oregon, deems it necessary
and expedient and hereby declares
its purpose and intention to im
prove Lefelle street from the Vest
line of Commercial street to the
east line of Saginaw street at the
expense of the' abutting and adja
cent property, except the alley in
tersection the expense of which
will be assumed by the city ot Sa
lem, by bringing said street to the
established grade, constructing ce
ment concrete curbs, and paring
said portion of said street with a
six Inch cement concrete pavement
twenty-four feet in width in ac
cordance with the 'plans and speci
fications therefor which were
adopted by the common council
June 16th. 1924, which said plans
and specifications are' hereby re
ferred to and made a part of this
notice.
The common couneir hereby de
clares Its purpose and intention to
make the above described improve
ment by and - through the Street
Improvement Department.

plaining the present unusual ac
tivity at the Halemaumau firei it
of the Kilauea volcano.

Finch, temporarily in charge of
the volcano observatory at Kil
auea, advances the theory that
tons of rock, avalanched down
from the sides of the crater, have
choked the vent through which
mother nature usually eases the
pressure on the earth by pouring
forth surplus lava into the great
pit, raising the lava lake In the
crater, and withdrawing the fiery
substance from the crater when
pressure has been more than re
lieved. The lava underneath the
surface, unable to find its way
into the open, generates gas which
blasts its path out ot the vent,
carrying with it tons of rocks and
dust. The explosions and earth
.uakes shake down further aval
r.nches from the crater sMea
which asain may block the vent,
in an unending circle, according
to the theory.
But the Hawaiians have return
ed to history and tradition, to
the act of the brave Kapiolani, the
christian piinces3 who dared the
wrath of Pele, the fire goddess,
exactly 100 years ago. They Fay
that Pele waited a century to be
come 'huhu," or angry, with the
people of the princess and to vent
her wrath . for Kapiolani's im
pious act. , -.
In December, 1824. the tale
runs, the Princess Kapiolani. con
verted to Christianity by the first
missionaries who came in 182 0,
forsook the worship of her people.
She journeyed from Hilo to Kil
auea and spent the night in a hut
on the brink of Halemaumau.
She ate of the "tabu," or forbid
den berries, which were conse
crated to Pele, an act of Insult to
the goddess. She stood on the
brink ot the crater, with Its evcr
pctive lava lake below, and cried
to Pele; "Jehovah is most power
ful. Jehovah is my Cod. I defy
thee, Pele." ..
