Sale of 7,000 Enfield rifle3. 5.000;00 rounds -of ammunition, for the guns and eight DH-4-surplus air-, planes to the Mexican, government was announced today by Secretary Weeks. The transaction , was. completed during the day when word came by wife to .Mexican., agents: that the Mexican government had trans ferred fnnda-necessary to make one-half, of the payment in cash, the balance to he paid within 30 days. The terms fixed by Secre tary Weeks were' equivalent to a' cash transaction and: were' accept ed' by the Mexican government, paving the way for immediate de livery of the war munitions at the army depots where they are stored.- A Under the terms, the war de partment will turn over the rifles and ammunition at Fort Sam Houston and -Fort Bliss while the airplanes will be delivered from the depot at Fairfield; Ohio. The Mexican government will make its own arrangements for shipment to the boTder. Order Issued Orders were issued at once for delivery of the military supplies to designated Mexican agents. l They will reach commanders oC the depots tomorrow. . Although the statement Issued by Secretary Weeks did not- dis close the total amount of money involved in the sate, on the basis of prevailing prices it would ap pear to be less- than 6400,000, as Eh fleldv rifles' eir at' about. $35 each and surplus ammunition at about I I18-.00 per; -thousand rounds, while the airplanes' wonld be valued at about .812,000 each. Mr.. Weeks stated that the air planes to be sold were, not equip ped with : machine guns or other armament and , that any proposal to equip .them before . delivery would be supplemental to the present deal. - TTxe- war .secretary also said tbete? was no- project for the sale of field artillery and ar tillery ammunition now under consideration. ' .No Developments . , While there were Tfd develop ments today in connection with opposition in congress the sale of arms to .Mexico, an authorized J statement of the administration attitude became available at - the White House which made it plain that the purpose of Washington government in the present tran saction was wholly one or aiding a neighbor state in the mainten ance of order and governmental stability within its own borders. t , Any suggestion that the admin istration might have under con sideration, munitions sales to oth er governments where the question involved was. aggressive warfare planned by. one nation againat an other, was rejected. : The remarkable quality about most ! of the candidates is their optimism. .- AND Gilbert : BY , AUGUSTA EVANS . PAIS, Jan. 4.- (By. the As sociated Press) The rise in the flood waters of the Seine was slower .today than yesterday but the level reached during the night was sufficlent-to cover-large areas of new territory. . This compelled thousands of. additional people to take safety in boats or to rely on boat service for supplies.. Many of the big apartment buildings in large towns Just west of the city; such as Asnieres, Co lombes and Argentuil, Tiave been cut off. Tie authorities found it im possible to get all the inhabitants out W the building so a; sort of omnibus skiff service was organ ised to;' take housewives to the markets and business men to their train ' The number of people driven .from their homes increas ed during the day by several thou sand. A large number of these were removed from Alfortville, where a majority ot the houses have become uninhabitable, and Irom along the Marne, where more than 4,000 buildings are surrounded by water Nogent, Champ'gny, ; Bry-sur-Marne und Le erreux. It is recalled that the water seeped through' the ground; under the Boulevard Haussmann after the flood of. 1910 causing collaps es at several different points with several fatalities. . Relief for victims, of the flood has been started in districts; where the population 'ate' composed of workmen. Several thousand are idle because o the shutting down of plants on account of the water having, risen to a point dangerous ly near-the level, of the., boilers.
