understand the correct position of
choker control f or regulator-on
dash, but if the device Is not ad
justed properly, he Is bound to ex
perience motor troubles that are
sometimes .very hard to diagnose.
In another case, the owner may
not have been properly! Instructed
when he received, his automobile,
or may 'hare formed his own ideas
as to how it should be used and
sometimesTcar owner when chang

other, thinking that all chokers
operate the same - are apt to i go

A project -recently undertaken

velopment of methods for -testing
the braking ability of automobiles.
This- is a question, now actively
before the varum state and muni
cipal agencies for the control of
traffic and has cume to be recog
nixed as the most vital element in
the securing of safety in highway
transportation. Apparatus ' and
test methods already devised and
demonstrated to many state and
municipal authorities ' have shown
the : practicability . of simple and
effective tests of brake equipment
which are satisfactory to authori
ties and jthe car userrs. .' .Without
the direct support of congression-
taat work aat be arrled on as
there laoo outside, agency which
ant support -u. jvioreoyer, it i
one of; the lifect flBervtees which
the national ;goTenuuet owes to
the sta te3. cities Aad eltlsens in
its fostering, of highway transpor
tation. The value oL this work to
the' t-ountry Js represented not In
dollars but in lives.
Another similar project has
been '.'undertaken ' In connection
with the adjustment of, head
lights and the enforcement of re
gulations therefor.: -While this
work should be -done only partly
under the appropriation referred
to above, : it is a part of the same
general undertaking of, serving
the automobile ' using public

The results of this research, while
