A complaint against the South
ern Pacific company and other
railroads operating in Oregon was
yesterday filed by the Cattle and
Horse Raisers association of Ore
gon, the Portland Livestock Ex
change, the Northwest. Livestock
Shippers Traffic league and oth
ers demanding a reduction in the
maximum distance scale rates.
They also ask that no additional
shipping charges be ' made . for
bedding the livestock during ship
