An atom was supposed to be the briefest unit of cosmos and to catch the1 picture of one Is a good deal like! photographing a zephyr. In the federal-state rehabilitation service for workers disabled in Industry or otherwise during the fiscal year 1921-22, was reported today by Harry L. Fldler, vice chairman of the fed eral" board for vocational education,- the report thowlng 15,407 new cases registered auring the year ending June 30, 1922. This compares with a registration for 1920-21 of only 3893, Workers rehabilitated during the year numbered 1890, as compared with 457 rehabilitated In 1920-21. On June 30, 1922, the number of livi ca3es on the rolls of the service approximated -8147.' 4 This -work should not be con. fused with the veteran rehabili tation service which is under the veterans bureau,-says Mr. Fidler, as it Is a distinctly separate ag ency. ..." .. Re-Flta Workers , ' The rehabilitation service was established by congress by the act of June 2, 1920, as a division of the federal board for vocational education. - Under the acts pro visions the federal government allots to the Mates an annual grant of $750,000 for "the first year and $1,060,000 for the three succeeding years for the purpose of administering vocational train ing td disabled civilian workers. This training seeks io enable the workers to overcome their handi caps and fit them to re-enter prof itable employment. The , states receive the' federal funds on con dition that they match; the fede ral grants dollar for j dollar by state and local expenditure. Prior to the passage of the fed eraj act only wix states were en gaged in civilian rehabilitation work. To date. 34 states have accepted the provisions of the federal act and have set up re habilitation machinery. A total of $735,683.39 was expended Vjf the states for rehabilitation dur ing the year 1921-22,! of which $314,973.43 represented' federal funds and $404,695.42 state funds. ; The growth of the service during the year may be seen when it Is realized that the total ex penditure from all sources for the year 1920-21 was only: $270,812. Public Accident Included - The service Is not restricted to workers disabled In i Industry. Workers disabled by public acci dents or disease are equally elig ible for training. For the year 1921-22 there was 7708 case which originated In public acci dents, and 3049 cases which originated in disease, j While the costs of rehabilita tion have not been standardlied in the states, the state of Ohio reported for last year an aver age cost for each completely re habilitated case of $137.36.
