''Various obstacles hare arisen
to delij the work of the state
budget commission, which was
created by the , legislature of
121, and it is now a question
whether copies of the tentative
- state budget and the commis
sion's recommendations will
reach the hands of the governor
and members of the 1923 legis
lature within, the time specified
ly the law.
, Under the statute it is re
quired that copies of the budget
and the recommendations shall
be In the hands of the executive
and .the legislators not later than
.December- 20 of each even num
bered year.
Nineteen Days Remain
This gives the commission, Just
19 days from today In whict
to act, and there is no prospect
of Its getting together before
Monday of next week owing to
the absence of a governor or an
acting governor, who la a mem
ber of the commission.- Gover
nor Oicott is in the east and
Acting Governor RItner has not
yet been able to come from Pen
dleton. State Treasurer O. P.
$loff, also a member of the com
mission, Is in California for a
tnonth. This leaves only Secre
tary ojf 'State Kozer, tthe third
member, and ne 'cannot act.
alone- Ritner is; expected here
Monday;
; Other delays Lave been .n
fo&ntered, so that the connate
fldn has not been the smooth
working piece of state govern
mental machinery that was ex
pected of it.
' The act requires that all data
from heads of state Institutions
and. departments, or from pnvato
' Institntions that receive state aid,
shall be In the hands of the com-
, mission on or before October. 1
oft each even numbered year
Many ot them failed to get their
data to the commission within
that time, and some ' of them,
. sifter sending- in their V flsures
withdrew the estimates -for -addi
tions or corrections.
