the Budget Committee of said City, to meet with said Levying Board and be heard in favor of or against said tax
levy or any part thereof.

The Nonpartisan league is in
terested more or less directly in
a second case on the supreme
court docket, involving valadlty
of the North Dakota law regulat
ing grain elevators within the
state. The lower courts held the
state legislation to be in conflict
with federal statutes and a re
straint upon! interstate commerce.
WASHINGTON, Oct. 2 4. Ttao
house late today passed the bill
for creation of a commission,
headed by the secretary of . the
treasury with full authority to
refund war debts of foreign na
tions due the United States and
amounting to ten billion dollars.
Except for one minor amend
ment on phraseology, the bill
tood up while several Republi
cans and Democrats were attempt
ing to pull it down with amendments.
First to be defeated was a pro
posal by Representative Frear of
Wisconsin, Republican, providing
that foreign nations indebted, to
the United States be required to
pay a rate of interest averaging 5
per cent. Later the amendment
by Representative Collier. Misiss-
sippi, Democrat, to require con
gressional review or approval of
claims settlements, was defeated,
117 to 71, on a rising vote, and
135 to 98 In a man to man count.
It was this same proposal, era
braced in a motion to recommit
that was put to the house for a
recorded vote later and defeated
185 to 131.
Amendments flew in from all
sides, all being rejected.
An amendment that interest
payments be used towards a
bonus for former service men was
thrown out on a point of order
by Chairman Fordney, who ex
pressed the hope that congress at
the regular session would vote
for the bonus.

been in London lately eagerly try
ing to secure the pick of English
collections of United States'
stamps. One reason for the pre
sent boom in American stamps, a
well-known London stamp dealer
explains is the fact that the older
issues are remarkably weel en
graved.
"Americans " this dealer con
tinues, "are particularly keen on
issues depicting scenes in their na
tional history.
"The 24-cent issue rrf 1869
shows a picture of the signing of
the; Declaration of Independence.
It is so excellent a specimen of
the engraver's art that its present
quotation is four poundB, unused,
and two pounds used.
'A few specimens of this stamp
are worth one hundred pounds,
for a quaint reason. By inadver
tence, a very small number were
ture upside down; and the few
still existing fetch the enhanced
figure.
"The 90-cent stamp of the 1869
issue, with no embossing, and
brown gum, bearing a picture of
Abraham Lincoln, is In great de
mand at twenty pounds.
"Quite a little romance was at
tached te the sale of an old stamp
to an American collector the other
day.
"Looking through one of the
13 volumes of our largest collec
tion, he suddenly caught sight of
an old envelope bearing an 1847
George Washington stamp.
.'That is certainly remarkable,"
he exclaimed. That letter Is ad-!

before their marriage."

Petitions of Townley
And Gilbert Refused
WASHINGTON. Oct. 24. The
supreme court today refused a
petition of A. C. Townley and
Joseph Gilbert, as president and
manager respectively of the Na
tional Nonpartisan leasne for ro
view of their conviction before
Minnesota courts on charges
growing out of their alleged ac
tivities in opposition to the na
tion's war activities.
The petition sought from the
court a writ of certiorari to the
supreme court of Minnesota which
