As this volunteer army devel
ops, the regular army will recede,
to function as tlie nation's polic
forCe. The first line of defense
will be maintained solely by thep
citizens men convinced of the
safety and economy of such a
force of men whose training
acquired in the spare moments
from civilian pursuits.
Kegiilar Anny Assists.
Another factor in the present
advancement of national guard
interest is the bettered under
standing and co-operation as now
extended by the regular army.
Of this the present encampment
is a good example. All materials
of Camp Lewis, the second larg
est cantonment in the United
,States. is placed at the disposal
j of the iMieral staff of the Ore
, ton national guard, nothing being
withheld. Last year four reK-i-iar
army officers with four ser
geants were detailed as in.strue

the same number of sergeants
have been detailed from the regu
lars to the instructor's staff.
